known planned maintenance schedule to follow for solar panel systems? 3) If so, who bears the cost of this maintenance? 4) What is the useful life of PV cell and what is it's annual
degradation rate? 5) How are the solar panels disposed of at end of life? 6) Are there any environmental concerns regarding hazardous material generated from spent panels? 7) Does
the warranty period vary by vendor? 8)How long is a typical warranty period? 9) Who is responsible for corrective maintenance? 10) Is there a known VOM cost and what is it? 11) Is

Comment: "As it relates to the case of Idaho Power requesting the IPUC allow them todecrease the rate at which Idaho Power reimburses solar generating customers. While I
understand the request from Idaho Power I am not in support of this request. The systems inplace are a trade where in I generate 1 kW they give me 1kW in exchange. I can see where a
business would not understand the program as they are looking at it as profit and loss metric.And in this case if you look at the cost benefit of that they net zero just like I do. This is
acceptable. Especially when you consider that during the peak times of the year I amgenerating the most amount of power my system can generate and in the low consumption
times of the year I am generating less and need the grid to supplement but over all IdahoPower will receive more power than I consume in the year. There are many reasons for and
against the current process. I would encourage the IPUC to endorse a non biased third partyassessment and reject the report from Idaho Power as it is clearly self serving and has
expressed bias in the results. Thank you, Craig Stevens"
