Of course, artificially locking down the rising cost of non-renewable energy would destroy a virtuous cycle, and investment in additional renewable energy capacity would quickly cease or slow to a trickle. Sacrificing the local solar industry would yield nothing but a massive temporary windfall for Idaho Power. Having co-opted their customers’ sole viable alternative (since no one else gets to build dams and reservoirs), they would be able to continue raising rates in the long term without meaningful opposition. Fortunately, preventing this kind of callous, self-serving behavior from sheltered organizations like Idaho Power is exactly why the PUC exists. There is no doubt that Idaho Power will continue to thrive with or without these provisions, but the same cannot be said of the small but growing local private renewable energy industry. I am confident that the PUC will rule accordingly. Thank you for ensuring that the small businesses actually driving the local economy are granted the toehold they deserve and so desperately need in order to flourish in the coming decades. First, thank you for the communication on potential changes and the opportunity to voice my thoughts and opinions as an energy-producing customer. I understand Idaho Power is a business and turning a profit is part of a sound business model, however, I feel the proposed changes outlined in the VODER study solely benefit the business of Idaho Power. Yes, as an energy-generating customer under the proposed changes, there is potential for me to receive a monetary check in the mail through the “Net Billing” process (which sending out checks does not seem to be cost or time effective for Idaho Power, nor would it aid being environmentally sound), but I lose the value of benefiting from producing more energy than I use with the current “Net Energy Metering”. Not to mention the value of the kWh rate for the energy-producing customer in this study is cut drastically, creating an additional cost burden on customers who thought they were helping Idaho Power produce energy. This raises the question: how is it an ethical business practice to cut kWh rates by 75% when a kWh is a kWh? And a follow-up question: why is it proposed that those of us who produce on-site energy for Idaho Power should pay more for the utility in which we help produce? This sounds unethical and greedy. In short, the IPUC needs to shut this change down. But, if a struggle of "power" ensues, and the IPUC folds to Idaho Power’s wishes to enforce this change, I propose all customers who currently have energy-producing systems (i.e. solar, wind, etc.) should be “grand-fathered” into the current measuring, 1:1 rate, credit- building, roll-over system. I truly believe many customers who decided to “go green” weighed the benefits and hefty costs of installing an energy-producing system with the understanding it would save resources and money in the long run. As it reads, the proposed plan per the VODER study appears to strip away the customer’s benefits and creates a higher chance of monthly Idaho Power bills. This is unfair and should not be allowed to pass. Thank you for your time and consideration in this matter. " ------
