On June 30, 2022, Idaho Power Company (“Company”) filed an Application requesting
that the Commission complete the study review phase of the multi-phase collaborative process
being undertaken by the Company to study the costs, benefits, and compensation of net excess
energy associated with customer on-site generation. Application at 1-2. The Company also filed
the Value of Distributed Energy Resources study and associated appendices (“Study”), a customer
notice and bill insert, and the Direct Testimony of Grant T. Anderson, Regulatory Consultant.
The Company requests the Commission: (1) establish a formal process for the public and
other parties to comment on the Study; and (2) issue an order declaring that the Study complies
with previous Commission directives and directing modifications to the Company’s on-site
generation service offerings. Id. at 2.
On July 14, 2022, the Commission issued a Notice of Application and Notice of a 21-day
Intervention Deadline. On August 10, 2022, the Commission Staff (“Staff”), all pending and
current intervenors, and the Company began communicating regarding a proposed schedule for
processing this case.1 At the August 16, 2022, decision meeting, the Commission considered two
proposed procedural schedules.
The Commission now provides notice of the procedural schedule, notice of virtual public
workshops, notice of comment deadlines, and instructs all parties to work with Staff to develop
a minimum of two customer hearing times and dates to present to the Commission for its

consideration. The Commission in its discretion will issue a second or amended scheduling order
setting the date(s) and time(s) for any customer hearing(s).

YOU ARE HEREBY NOTIFIED that the Commission adopts the following procedural
schedule:
• Wednesday, August 31, 2022, Company Public Workshop on the Study beginning
at 6 p.m. MDT.
• Tuesday, September 6, 2022, Staff Public Workshop on the Study from 7 p.m. - 9
p.m. MDT.
• Wednesday, September 7, 2022, Staff continues the Public Workshop, beginning
at 12:30 p.m. MDT, for any person unable to participate in the September 6
workshop.
• Wednesday, September 21, 2022: Deadline for Staff and Intervenors (“Parties”) to
submit initial comments on the Study.
• Wednesday, October 12, 2022: Deadline for all Parties to submit reply comments
on the Study.
• Wednesday, October 26, 2022: Deadline for the Company to file final response
comments.

YOU ARE FURTHER NOTIFIED that the Company will hold a virtual, online, public,
informational workshop on WEDNESDAY, AUGUST 31, 2022, at 6 p.m. MDT. The purpose
of the workshop is to provide the public with an overview of the Application and the Study. At the
workshop, the public may ask the Company about the Application, Study, and how customers may
further participate in the proceeding. Representatives of Staff may also be available. To listen on

purpose of the workshop is to provide the public with an overview of the Application and the
Study. At the workshop, the public may ask Staff about the Study. Representatives of the

The purpose of the workshop is to continue to provide the public with an overview of the
Application and the Study. At the workshop, the public may ask Staff about the Study.

YOU ARE FURTHER NOTIFIED that the Parties shall have until October 12, 2022, to
file reply comments.
YOU ARE FURTHER NOTIFIED that the Company shall have until October 26, 2022,
to file final response comments.
YOU ARE FURTHER NOTIFIED that persons desiring to state a position on the Study
may file a written comment explaining that position. Persons shall have until September 21,
2022, to file written comments. Persons who choose to file comments on or before September
21, 2022, and desire to further comment must reply to all party comments by October 12, 2022.

IT IS HEREBY ORDERED that the procedural schedule as set forth in the above Notice
of Scheduling is approved.

workshop on WEDNESDAY, AUGUST 31, 2022, at 6 p.m. MDT.
IT IS FURTHER ORDERED that Commission Staff shall hold virtual public informational
workshops on TUESDAY, SEPTEMBER 6, 2022, from 7 p.m. – 9 p.m. MDT and
WEDNESDAY, SEPTEMBER 7, 2022, beginning at 12:30 p.m. MDT.

IT IS FURTHER ORDERED that Persons shall have until September 21, 2022, to file
written comments on the Study. Persons who choose to file comments on or before September
21, 2022, and desire to further comment may reply to all party comments by October 12, 2022.
IT IS FURTHER ORDERED that all parties shall work with Staff to develop a minimum
of two customer hearing times and dates to present to the Commission for its consideration.
IT IS FURTHER ORDERED that parties comply with Order No. 35375, issued April 21,
2022. Generally, all pleadings should be filed with the Commission electronically and will be
deemed timely filed when received by the Commission Secretary. See Rule 14.02. Service between
parties should continue to be accomplished electronically when possible. However, voluminous
discovery-related documents may be filed and served on CD-ROM or a USB flash drive.
