IPC-E-22-22 ORDER NO. 35505 Ryan Bushland, principal officer of ABC Power Co. LLC (“ABC”), and Joshua Hill, president of the board of directors of the Idaho Solar Owners Network (“ISON”), an Idaho Non- Profit Corporation, both petitioned to intervene in this case on August 4, 2022, on behalf of their respective corporations. Both petitions were made pursuant to Rules of Procedure 71-75 of the Idaho Public Utilities Commission, IDAPA 31.01.01.071-.075. FINDINGS OF FACT We find that no party timely opposed these Petitions to Intervene. We further find that based on the pleadings and other documents filed in this case, intervention by these parties would serve the purposes of intervention as described by Rule 74 of the Commission’s Rules of Procedure and should be granted. We further find that, as corporations without attorney representation, ABC and ISON’s participation as intervenors shall be limited to receiving discovery and submitting written comments. Absent attorney representation, ISON and ABC shall not be permitted to propound discovery as described under Rule 221, IDAPA 31.01.01.221, introduce evidence, cross-examine witnesses, present oral argument, or actively participate in a technical or evidentiary hearing should the Commission determine one is necessary in this case. O R D E R IT IS THEREFORE ORDERED that the Petition to Intervene filed by ABC is granted subject to the parameters discussed above. IT IS THEREFORE ORDERED that the Petition to Intervene filed by ISON is granted subject to the parameters discussed above. ORDER NO. 35505 2 IT IS FURTHER ORDERED that all parties comply with all rules of the Commission including Rules of Procedure 43, 71-75, and 222-223 of the Idaho Public Utilities Commission, IDAPA 31.01.01.043, 071-.075, .222-.223. IT IS FURTHER ORDERED that all parties in this proceeding serve all papers hereafter filed in this matter on all parties of record.
