Smith, Joe Miller and Ralph Nelson and staff members Scott woodbury, Brad Purdy, Eileen Benner, Madonna Faunce, Randy Lobb, Triva Pline, Marge Maxwell, Bill Eastlake, Bev Barker and Myrna Walters.  Also in attendance was Pat Stewart from U S West. Items from the April 5, 1994 Agenda were discussed and acted upon as set out in these Minutes. 1.  Scott Woodbury's March 31, 1994 Decision Memorandum re:  Case No. UPL-E-94-2  Firth Cogeneration Partners, ltd. vs. PCp dba UP&L Stipulation and Joint Application. Commissioner Nelson asked about the wording on allocating costs to Idaho? Commissioner Smith explained it was just saying Idaho's expenses are prudently incurred. **Okayed questions in Scott's decision memorandum - okayed grandfathering. 2.  Birdelle Brown's March 30, 1994 Decision Memorandum re:  U S West Advice No. 94-03-N Revising Guidelines for PIU Self Reporting and Expanding FGB Carrier Identification Codes, effective 4-28-94. Commissioner Miller mentioned that in the previous memo re:  PIU Reporting, there was discussion about applying this to all LECs.  Asked what the status of that was? Eileen Benner responded that at the time deciison was made on U S West, it was to have a 6 months trial period for them before adopting it for the independents.  Said she asked Birdelle Brown to find out if there were any problems with U S West.  She will get together with Birdelle and follow up with the company and will work towards the independents adopting it, if it has worked satisfactorily for U S West. Okayed Birdelle's recommendation on U S West Advice No. 94-03-N. 3.  Warm Springs Mesa, Inc. tariff filing submitted April 1, 1994 (as ordered in Order No. 25445 in Case No. WSM-W-93-2.) Commissioner Smith said she had a question - how could we have issued an order saying effective "for bills rendered on and after three working days....", after what happened with that wording on the last Boise Water order? Brad Purdy said he didn't know the answer.   Commissioner Smith said the wording slipped by her when she signed the order, evidently. Brad Purdy said Mr. Wise has agreed to not issue bills until the tariff is accepted. Was decided that if anyone petitioned for reconsideration of the order, the ordering paragraph would have to be changed. There were two votes to approve the tariff. Tariffs will show approval date of 4-5-94 with an effective date of 4-6-94. Approval includes rate schedule and new rules and regulations. Meeting was adjourned.
