SUBJECT: IN THE MATTER OF IDAHO POWER COMPANY’S APPLICATION FOR
AUTHORITY TO MODIFY SCHEDULE 79—WEATHERIZATION
ASSISTANCE FOR QUALIFIED CUSTOMERS; CASE NO. IPC-E-22-15.
On May 4, 2022, Idaho Power Company (“Company”) applied for Commission
authorization to modify Schedule 79—Weatherization Assistance for Qualified Customers
(“Schedule 79”), to include re-weatherization projects. The Company has experienced an increase
in carryover funds during the past couple years due to COVID-19, supply chain issues, and labor
and staffing shortages. The Company notes that the carryover balance into 2022 is $870,985.
The Company is requesting to modify Schedule 79 to fund 100% of re-weatherization
projects using carryover funds.1 Eligible customers will include those who have previously
qualified for the Schedule 79 weatherization program but did not receive an HVAC replacement
at the time. The Company estimates there are 1,000 homes that will be eligible for re-
weatherization. If approved, the Company would report project results in its annual Demand-Side
Management report. The Company requests its application be processed by Modified Procedure.
STAFF RECOMMENDATION
Staff recommends that the Commission issue a Notice of Application and Notice of
Intervention Deadline, establishing a 21-day intervention period.
