HomeMy WebLinkAbout19940317.docx MINUTES OF DECISION MEETING March 17, 1994 - 2:00 p.m. In attendance at this time were Commissioners Marsha H. Smith, Joe Miller and Ralph Nelson and staff members Weldon Stutzman, Bob Horton, Gary Richardson, Syd Lansing, Jack Taylor, Keith Hessing, Dave Schunke, Bill Eastlake, Randy Lobb, Tonya Clark, Madonna Faunce, Birdelle Brown, Scott Woodbury, Don Howell and Myrna Walters.  Also in attendance were Mike McGrath of IGC and Maggie Brilz of Idaho Power Company. Items from the 3-17-94 Agenda were discussed and acted upon as follows. 1.  Regulated Carrier Division Decision Meeting Agenda dated March 17, 1994. Approved. 2.  Bob Horton's March 15, 1994 Decision Memorandum re:  Request for Waiver of Commission's Railroad Clearance Rule. Decision was to process by way of modified procedure. 3.  Scott Woodbury's March 14, 1994 Decision Memorandum re:  Washington Water Power Co's Tariff Advice TA-WWP-G-94-01, Idaho Rules and Regulations Paragraph 7.2 (Service Piping & Meters) Commissioner Miller asked what brought this to the foreground?  Is it created by efforts or acts of people who would have an interest in the rule?  What brought this up? Matter was held until Scott Woodbury was in attendance. 4.  Lynn Anderson's March 14, 1994 Decision Memorandum re:  GTE Northwest, Inc.'s Tariff Advice No. 94-01, adding Clark Fork to Local Calling Plans (LCP), Clarification of Oldtown/Newport, and miscellaneous clarifications.  Filed Feb 14, 94 to be effective March 20, 94. After brief discussion, staff recommendation was approved. 5.  Scott Woodbury's March 15, 1994 Decision Memorandum re:  Pacific Power & Light Co.'s Tariff Advice TA-PPL-94-P2, Revision to Regional Act Exchange Credit. Madonna Faunce said staff hasn't really analyzed the filing yet. Decision was to put the filing out on modified procedure.  May get some real comment. Discussion went back to Item 3 - Scott Woodbury was in attendance at this time. Commissioner Smith repeated Commissioner Miller's question - what evidence leads the company to think this is a necessary tariff change?  What happened to cause this change? Scott Woodbury read from the letter of transmittal.  They provide no further explanation. Commissioner Miller said he didn't know if in every case the customer should pay. Scott Woodbury said he could inquire further of the company. Commissioner Nelson said he agreed we need more information. **Put it out on modified procedure.  Ask the company to explain it more fully. 6.  Weldon Stutzman's March 15, 1994 Decision Memorandum re:  Case No. IPC-E-94-2, Idaho Power Co.'s Application to Institute a Pilot Program for Electric Service to Irrigation Customers in Blackfoot District. Decision was to suspend the filing and put it out on modified procedure. 7.  Scott Woodbury's March 15, 1994 Decision Memorandum re:  WWP Purchase of PP&L Service Territory. Scott Woodbury commented this scheduling is proposed. Commissioner Smith asked it impaired staff's ability to do the case - the expedited schedule? Madonna Faunce replied - it depends on what information is contained in the application. Commissioner Smith said - could start with this schedule and see what the parties say. Commissioner Miller said he thought this would become controversial and arguments will be made regarding the sale.  Can start here but if there are serious interventions, are going to be receptive to their having adequate time to prepare. Commissioner Nelson commented it looked a little bit tight but will have to see what we get. 8.  Scott Woodbury's March 15, 1994 Decision Memorandum re:  Case No. INT-G-94-1, Intermountain Gas Co.'s Application to Increase Composite Depreciation Rate. Commissioner Nelson said the rate change looked reasonable.  If the staff had trouble with some of the factors, we should have heard from them. Commissioner Smith said anytime you can increase depreciation rates without increasing rates, they should be granted. Okayed. Meeting adjourned at 3:00 P.M.
