Comment: "I would like to urge the PUC to strongly consider Clean Energy Opportunties for Idaho’s petition to (a)
increase the eligibility cap for customer generation projects and (b) establish an export rate to be in effect until such
time as Idaho Power completes their study and submits their recommended export rates to the PUC. Our farm has
constructed two 100kW sites. One of the sites is located on land which would have been ideal to house a much
larger project, had we not been arbitrarily constrained by the 100kW limit. Ironically, our second site (which was
constructed on adjacent land less than a mile away and on the same feeder line) required additional infrastructure
on Idaho Power’s part. This additional expense and hassle was entirely unnecessary; were it not for the 100kW
limit, we could have constructed a single, more efficient site in one location. Of even greater importance is the fact
that we know that Idaho Power’s export rates will differ from the previous 1:1 net metering credit, but we have no
idea what the rate will be. This has entirely prevented us from making the necessary analysis to move forward with
additional customer generation projects (which we would like to do). Providing us with this much-needed
transparency would serve both our goals (to hedge against increasing power costs and to offset a portion of our
consumption worth clean energy) and Idaho Power’s stated goal of expanding their green-energy portfolio. Once
again, I urge you to give strong consideration to Clean Energy Opportunities for Idaho’s petition. Thank you,

I support Clean Energy Opportunities for Idaho (CEO) request addressed to the
Idaho PUC to change the 100kW cap on net metering solar projects, and to provide
better predictability of the range of future compensation values for exports by net
metering customers.
If Idaho Power would remove its cap on meters greater than 100KW to what you
are actually using, this would be most beneficial to solar farm projects. Also, it
would limit the rate of change from the current Idaho Power Credit Program to the new lower export rate (rate for energy you generate during a net metering period but
don’t use) of any future program.
Please give this petition serious consideration. If approved, it has the potential of making a big difference for Idaho farmers and their communities.

Comment: "Dear PUC Staff, On behalf of the members of the Idaho Farm Bureau Federation,I write to provide comments on Case ID: IPC-E-22-12 regarding the 100kW cap and the
program pricing for on-site generation. The Farm Bureau is the state’s largest generalagriculture organization representing producers of all Idaho’s commodities in each of the 44
counties. Our organization has members that have participated in Idaho net metering programswith their own on-site power generation capabilities. As the on-site power generation options
continue to expand and develop (particularly with solar panels), we have members that areincreasingly interested in evaluating the effectiveness of these options for their own farms and
ranches. We are supportive of the Commission’s consideration of IPC-E-22-12. Theagriculture industry is facing significant power cost increases in addition to rising input costs.
Many producers are motivated to find ways to reduce power costs, and the incorporation ofon-sight generation may be a viable option for some. This, of course, if such on-sight
generation programs are fairly established with common-sense parameters and policies. FarmBureau specifically supports the Commission looking at revising the 100kW cap. Farmers and
ranchers have the real potential in helping utility companies with additional power needs within their service territories. We ask the Commission to ensure that farmers and ranchers
receive a fair shot to help solve the power needs and generation shortfalls by considering IPC-E-22-12. I thank the Commission for its time and consideration of these comments. For any

Comment: "To whom this may concern, I have solar panels connected to Idaho Power's grid with the net metering program. With the current regulations I can only run 100KW on each
system. All of my current systems could handle 1 or 2 more Solar units to help offset the power. Could you please look into Clean Energy Opportunities request for a change on the
100kW cap metering? I urge the PUC to look into this request and see if there is a pathway forward to make solar more equitable for customers. Thanks Ryan Robertson"
