I and my wife have farmed as sole proprietors since 1976. In 2020 we had a 100kW solar generation station installed on one of our farms which has high irrigation energy costs. This has been a sound investment. We are aware of the increasing cost of electricity as well as projected energy shortages in Idaho as early as 2023. We would like to be part of the solution. We cannot imagine a more synergistic way to do this than have the flexibility to build more solar generation infrastructure. We believe that there are advantages to farmers participating in energy production, i.e. we own the generations site and we are able to utilize Federal Tax credits, both significantly reduce initial capital costs. Additionally, solar energy production near the place of use (pumping station) reduces both load and transmission loss considering that most farm pumping load is spread out across rural settings. Solar energy production and peak irrigation energy load serendipitously coincide. We believe farm construction of solar energy can be beneficial to all Idaho Power rate payers. Please give the issues raised in petition IPC-E-22-12 your careful consideration. We need to adjust the current 100 kW per solar site limitation and an equitable pricing structure with Idaho Power in order to move forward. Sincerely, Dale and Diana Hooley " ------
