ORDER NO. 35364
On March 15, 2022, Idaho Power Company (“Company”) applied to implement new
Fixed Cost Adjustment (“FCA”) rates for certain electric service customer classes from June 1,
2022, through May 31, 2023, and a corresponding revised tariff Schedule 54—Fixed Cost
Adjustment. The Company filed the Direct Testimony of Pawel P. Goralski in support of the
Application. The FCA is an annual rate adjustment mechanism that decouples the Company’s
fixed cost-recovery from its volumetric energy sales. See Order No. 30267 and 32505. It applies
to Residential and Small General Service customers. Id. If the Application is approved as filed, a
typical Residential customer’s average bill would decrease by about $0.81 cents per month.
Now, we provide notice of the Application and establish comment and reply
deadlines.
NOTICE OF APPLICATION
YOU ARE HEREBY NOTIFIED that the Company seeks recovery of the 2021 FCA
balance and approval of the corresponding rates. Application at 3. The proposed FCA is
$33,810,563 for the Residential class and $1,392,684 for the Small General Service class, for a
total amount of $35,203,247. Id. at 5.
YOU ARE FURTHER NOTIFIED that the Company asserts the proposed FCA
deferral balance is less than the current FCA deferral balance collected in customer rates. Id. The
Company’s Application proposes a $4,890,772 or 0.81 percent rate decrease for Residential and
Small Residential customers over the previous year’s FCA. Id. at 1.
YOU ARE FURTHER NOTIFIED that the Company requests to decrease FCA to
$0.6153 cents per kilowatt-hour (“kWh”) for the Residential class and $0.7788 cents per kWh for

the Small General Service class. Id. If approved, the proposed FCA rates would decrease current
billed revenue from affected customer classes by 0.81 percent per year. Id. at 1, 5.
YOU ARE FURTHER NOTIFIED that the Company requests the proposed rates take
effect on June 1, 2022 and remain in effect until May 31, 2023.1 Id. at 5.
YOU ARE FURTHER NOTIFIED that the Company will notify customers about its
Application through a press release to media in the Company’s service area and a customer notice
distributed in customers’ bills. The Company states it will distribute the customer notice during
the current billing cycle, with the last notice being sent on or about April 26, 2022. Id. at 6.
YOU ARE FURTHER NOTIFIED that the Application, proposed tariff, and testimony
have been filed with the Commission and are available for public inspection during regular
business hours at the Commission’s office. The Application and testimonies are also available on
the Commission’s website at www.puc.idaho.gov. Click on the “ELECTRIC” icon, select “Open
Cases,” and then click on the case number as shown on the front of this document.
YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held
pursuant to the Commission’s jurisdiction under Title 61 of the Idaho Code.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be conducted
pursuant to the Commission’s Rules of Procedure, IDAPA 31.01.01.000 et seq.

YOU ARE FURTHER NOTIFIED that the Commission has determined that the public
interest may not require a formal hearing in this matter and will proceed under Modified Procedure
pursuant to Rules 201 through 204 of the Idaho Public Utilities Commission’s Rules of Procedure,
IDAPA 31.01.01.201 through .204. The Commission notes that Modified Procedure and written
comments have proven to be an effective means for obtaining public input and participation.
YOU ARE FURTHER NOTIFIED that persons desiring to state a position on this
Application may file a written comment explaining why the person supports or opposes the
Application. Persons who would like a hearing must specifically request a hearing in their written
comments. Persons shall have until May 3, 2022, to file written comments. Comments must be

YOU ARE FURTHER NOTIFIED that the Company must file any reply comments by
May 10, 2022.
YOU ARE FURTHER NOTIFIED that if no written comments or protests are received
within the time limit set, the Commission will consider this matter on its merits and enter its order
without a formal hearing. If written comments are received within the time limit set, the
Commission will consider them and, in its discretion, may set the same for formal hearing.
O R D E R
IT IS HEREBY ORDERED that this case be processed by Modified Procedure, Rule
201 – 204 (IDAPA 31.01.01.201 through.204). Persons wishing to file written comments must do
so by May 3, 2022. The Company must file any reply comments by May 10, 2022.
IT IS FURTHER ORDERED that parties should continue to comply with Order No.
35058, issued June 3, 2021. All pleadings should be filed with the Commission electronically and
shall be deemed timely filed when received by the Commission Secretary. See Rule 14.02. Service
