HomeMy WebLinkAbout19940127.docx MINUTES OF DECISION MEETING January 27, 1994 - 1:30 p.m. In attendance were Commissioners Joe Miller and Ralph Nelson.  Commissioner President Smith was out of the office on this date.  Also in attendance were Keith Hessing, Gary Richardson, Birdelle Brown, Allan Killian, Don Howell, Stephanie Miller, Terri Carlock, Lori Mann and Myrna Walters. Also in attendance were Tim Stivers and Ron Lightfoot. Commissioner Nelson said he thought Item 5 - Regulated Carrier Division Agenda dated January 27, 1994 could be approved. Commissioner Miller said he didn't think the two commissioners should get into anything controversial, in Commissioner Smith's absence. Regarding Items 1 - 4, Tim Stivers commented that since the definition was changed  on tow truck operations, everything is okay on his applications.  Mr. Stivers thanked staff for getting this commodity description resolved. Commissioner Miller then thanked staff, in particular Don Howell, for getting these problems worked out. Items 1 thru 5 under Regulated Carrier Matters were approved.  (Staff recommendations on Items 1 - 4. 6.  Bob Smith and Keith Hessing's January 21, 1994 Decision Memorandum re:  WWP & IPCo Streamflow Normalization Reports. Commissioner Nelson said staff had come up with reports that could be eliminated. Keith Hessing commented that staff is looking at others. Commissioner Nelson said if we can eliminate some paperwork, we should do it. Commissioner Smith had left her affirmative vote on this also. 7.  Birdelle Brown's January 14, 1994 Decision Memorandum re:  U S West Advice 94-01-S to reflect the changes incurred as a result of the transfer of the Silver City exchange from U S West to Oregon-Idaho Utilities(USW-S-92-1, ORE-T-92-1). Approved. -2- 8.  Birdelle Brown's January 21, 1994 Decision Memorandum re:  Lenore EAS, Case No. INL-T-91-2. Commissioner Nelson said he thought we needed more information on cost to make a decision on alternative structures. Birdelle Brown said the only think we asked is when we had the meeting, regarding the one option, if you did the microwave first, would you be able to move EAS up a little bit?  Conley Ward said it would be $200,000 sunk investment.  Asked if they could check into used equipment.  He explained why he wouldn't be able to buy the used equipment. After discussion, Commissioners (including Commissioner Smith's vote) approved  advising each of the customers of the reason for the delay and the anticipated implementation date for EAS. 9.  Lori Mann's January 25, 1994 Decision Memorandum re:  MCI Telecommunications & Deaveraging of MTS Rates:  Case No. GNR-T-93-9. Held. 10. Sunset Heights Water Co. Rate Case - SNS-W-93-1. After brief discussion, staff recommendation to process the application under modified procedure was approved. Meeting adjourned.
