MINUTES OF DECISION MEETING
January 7, 1994 - 1:30 p.m.
In attendance were Commissioners Marsha H. Smith, Joe Milller and Ralph Nelson and staff members Gary Richardson, Weldon Stutzman, Mary Friddle, Treva Pline, Don Howell and Myrna Walters.
Also in attendance was Forrest Skaggs of Idaho Power Company.
Items from the January 7, 1994 Decision Meeting Agenda were discussed and acted upon as follows.
1.  Weldon Stutzman's January 5, 1994 Decision Memorandum re:  Case No. M-7976-1, RV Service and Supply, Inc. dba BJ's Towing and Repair for Motor Common Carrier Authority.
Commissioner Smith suggested adopting the Hearing Examiner's recommendation.
Commissioner Miller said at least according to the report, the findings are supported by the evidence as taken and it should be approved.
Approved.
2.  Weldon Stutzman's January 4, 1994 Decision Memorandum re:  Uniform Agreement for Purchase of Non-Firm Energy; Idaho Power Company and A. W. Brown Co.; 110 Kilowatt Hydro Project--Case No. IPC-E-93-30.
Commissioner Miller commented anything Idaho Power and Mr. Brown can agree on should be approved.
Approved.
3. Idaho Power Company's Petition for Declaratory Order Determining the Jurisdiction of the Commission Over the Leasing of Fibre Optical Cable - Case No. IPC-E-93-31.  
Don Howell's recommendation is to put it out on modified procedure.
Commissioner Nelson said anything we can do to gain insight into this is agreeable.
Commissioner Miller said modified procedure was fine, wonder about shortening up the response time.  Think the answer is relatively clear.  It is non-switched.
Discussed shortening the comment period.  Can't move forward with the contract until Commission has ruled.

4. Terri Carlock's January 5, 1994 Decision Memorandum re:  Washington Water Power Company's Request to Issue Debt and Common Stock; Case No. WWP-S-93-5.
Approved.
