IN THE MATTER OF IDAHO POWER'S ANNUAL COMPLIANCE
FILING TO UPDATE THE SUBSTATION ALLOWANCE UNDER
SCHEDULE 19, LARGE POWER SERVICE, TARTFF ADVTCE NO. 2l-03.
BACKGROUND
On December 28, 2021, Idaho Power Company ("Company") filed TariffAdvice No. 2l-
03 proposing an update to the Substation Allowance outlined in Schedule 19, Large Power Service,
as required by ldaho Public Utilities Commission OrderNos, 32893 and 32914. The Company
requested the update to the allowance become effective February 1,2022.
STAFF ANALYSH
Staff reviewed the Company's proposed changes to the allowance amount and overhead
rates in the Tariff Advice filed by the Company. The proposed Substation Allowance amount
increased from $49,016 to $57,640-an increase of 17.6 percent. Given the size of the increase,
Staffbelieves a more in-depth analysis should be conducted to ensure the components included in
the allowance amount reflect current accurate costs. The Company agreed to Staffs proposal for
additional time to analyze TariffAdvice No.2l-03.
Staff recommends the Commission treat the Company's Tariff Advice as an application
and issue a Notice of Application and Notice of Modilied Procedure. Staff recommends
establishing 2l-day comment deadline and a 7-day Company reply period. Staff also recommends
that the Commission suspend the Company's proposed February 1,2022 effective date until March
15,2022 pursuant to ldaho Code $ 6l-622(4) to allow proper time for public comment and the
Company's reply. The Company agreed with the additional time proposed by Staff.
