I am a senior citizen who will not survive increasing temperatures and long seasons of smoke. My children?s lives will be cut short and their struggles will be made greater due to inaction by the energy sector at this time. I was very glad to see Idaho Power's recent Integrated Resource Plan include exiting all coal plants by 2028 and developing significant amounts of new clean energy resources like wind and solar. This is critical for our climate and our economy. As someone worried about the impacts of the fossil fuel industry on our climate, air, water, and local communities, I urge you to direct Idaho Power to now make similar plans to transition away from fossil gas as soon as possible. It is dirty, dangerous, and economically risky. I also urge you to direct Idaho Power to include local, customer-owned resources?(such as rooftop or community solar) in its Integrated Resource Plans. ?More and more, customers are pursuing their right to meet their own energy needs with integrated on-site energy systems. ?Idaho Power should be taking this into consideration during its Planning process, including the measurable benefits customers across its system can gain from those local resources. In order to avoid the worsteffects of climate change, which will impact Idaho's wildlife and wild spaces, we must transition away from fossil fuels as quickly as possible. This means the Bridger coal plantshould not be converted to natural gas. Instead, the Bridger coal plant should be completely shut down, and Idaho Power should increase wind, solar, and battery capacity. Addionally, Isupport power that does not come at a cost to salmon. Salmon are critically important for Idaho's economy, ecology, and culture. I believe Idaho Power must transition away fromhydropower. Because I have children, I sincerely appreciate that IdahoPower is working to decarbonize our grid. Following are my thoughts in light of IPC’s commitment to sourcing their power from 100% renewable energy by 2045: 1. It’s fantasticthat IPC is planning to deploy so much wind, solar, and storage for the next 20 years. 2. The IRP should include provisions for increasing residential solar. 3. The IRP should includeprovisions for increasing community solar in Idaho, not just in their Oregon service area. 4. The IRP should include provisions for Idaho’s low income households, who have an energy burden greater than Idaho’s average, so they can save money through the use of residential rooftop or community solar. 5. The IRP should include plans to create an internal department that will help recruit low-income households to install solar (or subscribe to community solar) using LIHEAP or WAP. 6. The IRP should indicate that IPC will transition directly from coal fired power plants to solar and wind power. The Levelized Cost of Energy for wind and solar is less than for natural gas and they do not emit greenhouse gases that warm our planet. IPC has a mandate to keep prices down – which points toward deployment of wind and solar, not natural gas. 7. The IRP suggests, in the accelerated 100% by 2035 plan, that IPC will have to deploy expensive nuclear power. Nuclear power takes too long to construct, is far too expensive and is not clean because there is no place to safely store the waste. IPC has a mandate to create safe, least cost power; nuclear waste is not safe for living beings and is certainly not least cost.
