Community owned solar is beneficial because it increases clean energy and keeps the financial benefits of that clean energy within the communities where the solar is located. It also promotes resiliency on the grid through distributed generation. My comments are: 1. Every Idaho Power customer knows that Idaho Power does not like residential solar. 2. It is disingenuous for Idaho Power to try to discourage residential solar by attempting to reduce credit for non-legacy on-site generation systems and then in the same breath say that you are a company that cares about climate change impacts. 3. Your presentation was highly technical and difficult for the average person to understand which leads one to the conclusion that your study will not result in a fair or equitable assessment of the value of on-site generated solar. "Keep it technical to keep the comments to a minimum" seemed to be the point of the presentation. 4. While I respect the Idaho Power staff and their engineering skills, I also understand their "golden handcuffs" when responding to questions and designing the study on the value of residential solar. 5. As an Idaho Power customer, locked into the system and without options, I expect honesty, integrity, fairness, and unobscured/transparent evaluation in your study. My name is Bruce Connery and I live in Teton Valley and receive power from Fall River Electric Cooperative (FREC). Our community is struggling with the issues of fairness orthe "haves" and the "have-nots" as Teton County becomes the working person's bedroom community for Jackson Wyoming. Electricity to power businesses and support families is oneof the issues. FREC works to help its members, have or have-nots, but they are not overly supportive of clean energy unless they own and manage it. They recently built a small solararray that members can buy into (~shares), but they retain control. The option to receive some electricity from a solar generating system is good, however it maintains the large (i.e., IdahoPower) and medium (regional - FREC) company (monopoly) approach of providing electricity to Idahoans. It is for this reason I would like to see the Public Utility Commission (PUC)support - direct electric companies (whatever size or location in Idaho) to work with communities, or groups in communities, to investigate and decide about the best communityelectricity service for them. I believe community or community group solar programs are one, possibly a very good, system that would allow the users (citizens) to support or buy into to acommunity solar system that is owned or controlled by them and works with the utility. Green energy, whatever the source (solar, wind, etc.), that a group or community imagines andcreates benefits all community members because it is clean (few if any pollutants), supports at least a few jobs, and is locally administered benefitting all living in the community. It alsosupports the electric company through payments to their grid operation and maintenance as well as resiliency throughout the local and much larger connected grid system. Givingresidents (electric users-consumers) the ability to work with electric companies on generating and providing electricity allows everyone to be involved in building a healthier environmentfor ALL to live, work, and play in along with supporting electric companies and local businesses and careers. It puts residents, from small communities to bigger towns and evencities to be partners with power companies in building and sustaining an equitable power system along with an environment the residents, community, and company desire. ALL wouldcome away as winners. I am asking for your support in directing electric companies to be open to and work with residents and community groups wanting to first explore and possiblydevelop community owned solar systems for their communities or areas. Doing so will build partnerships that build a better future of energy security and safe healthy environments for allIdahoans while not hurting electric companies or other business opportunities. I would like to advocate for Community Solar projects. This would benefit many lower income residents who are unfairly burdened by IP rate structure.They pay an unfairly high proportion of their income for power. They are the very group who either rents or owns homes that are less well insulate and may have older heating systems andappliances and therefore need more energy to stay warmed to run their households. Community solar programs would benefit this group allowing them to enroll in locallycontrolled solar and renewable systems that are not just profit motivated like the shareholder owned monopoly Idaho Power. Idaho Power would still get paid for their investment indistribution infrastructure. Locally owned distributed renewable energy sources would add to resilience if there was a battery backup system so that customers who rely on power, likeCPAP or BIPAP users whose lives depend on power, would have the assurance that their systems would continue to be powered. Locally owned clean renewable energy would reducethe need to construct long distance power lines which we have all seen in California contribute to wildfire generation and spread depriving citizens of any power. The loss of homes fromthese huge power company-caused wildfires is contributing to the loss of housing for thousands of citizens right when we are already in a housing crisis. Power companies need toinvest in very expensive bonds and insurance to compensate people for the losses they create. This raises power costs for the very people who are at risk from the company caused fires.How can this be equitable, fair? Please ask Idaho Power to allow citizens to have some local control of their energy sources. I own my house and live primarily on social security retirement benefits. Additions to the house for solar, even passive solar are out of my income bracket. Though the support and expansion of green energy is imperative to me so I support the production of green energy through my monthly bill. But I am very concerned that as a community, we need to invest in solar to become more energy independent and just for all the members of the community. I live in a 110-year old home listed on the Historic Register near the ISUcampus and am unable to put solar panels on my home because of large old trees, old-house structural issues, and esthetic/historic reasons. I want to have the option of buying into acommunity solar network so that I can contribute to the fight against global warming and climate change effects without having to cut trees, ruin the historical aesthetic of my home, orhave to replace my roof structure. I respectfully ask that the IPUC require Idaho Power to work with community groups to create a community-owned solar program in which customerscan subscribe to solar arrays that are not owned or controlled by the utility. This is called virtual net metering and it is already being done in other states such as California,Connecticut, Colorado, Delaware, Massachusetts, Minnesota, Maine, Maryland, New Hampshire, New York, Pennsylvania, Rhode Island, Vermont, Washington D.C., andWisconsin. So, you can see that virtual net metering (community-owned solar) taking off in this country. Please keep Idaho on the forefront of energy independence and personal choice.Virtual net metering is beneficial because it increases clean energy and keeps the financial benefits of that clean energy within the communities where the solar is located. It alsopromotes resiliency on the grid through distributed generation. I care about these issues because as an Idahoan, I want to exercise my personal choice for power supplying my homeand not be under complete control of a power company that does not let me make personal choices and sets unfair rates for solar energy producers.
