HomeMy WebLinkAbout20211029Decision Memo.pdfDECISION MEMORANDUM 1 DECISION MEMORANDUM TO: COMMISSIONER KJELLANDER COMMISSIONER RAPER COMMISSIONER ANDERSON COMMISSION SECRETARY COMMISSION STAFF LEGAL FROM: RILEY NEWTON DEPUTY ATTORNEY GENERAL DATE: OCTOBER 29, 2021 SUBJECT: IN THE MATTER OF IDAHO POWER COMPANY’S APPLICATION TO IMPLEMENT THE RESIDENTIAL AND SMALL FARM ENERGY CREDIT; CASE NO. IPC-E-21-36. On October 27, 2021, Idaho Power Company (“Company”) applied for authorization to implement the Bonneville Power Administration’s (“BPA”) residential and small farm energy rate credit from January 1, 2022, through December 31, 2023. The Company’s proposed rate credit would result in a $5,942,001 decrease in credits compared with those currently applied to eligible Idaho customers’ bills. The Company asks that its Application be processed under Modified Procedure and requests an effective date of January 1, 2022. 2022-2023 RESIDENTIAL AND SMALL FARM RATE ADJUSTMENT The Company proposes to implement a rate credit of 0.2534 cents per kilowatt-hour (“kWh”) which represents the Company’s Idaho portion of benefits from the BPA Residential Exchange Program. Currently, the rate in Electric Service Schedule 98 - Residential and Farm Energy Credit is 0.3617 cents per kWh. The proposed credit would apply to customers in rate Schedules 1, 3, 5, 6, 7, 8, 9, 15, and 24. STAFF RECOMMENDATION Staff recommends the Commission issue a Notice of Application and Notice of Modified Procedure establishing a twenty-one (21) day public comment period and a seven (7) day Company reply.
