IPC-E-21-36 NOTICE OF APPLICATION NOTICE OF MODIFIED PROCEDURE ORDER NO. 35219 On October 27, 2021, Idaho Power Company (“Company”) applied for authorization to implement the Bonneville Power Administration’s (“BPA”) residential and small farm energy rate credit from January 1, 2022, through December 31, 2023. The Company’s proposed rate credit would result in a $5,942,001 decrease in credits compared with those currently applied to eligible Idaho customers’ bills. The Company asks that its Application be processed under Modified Procedure and requests an effective date of January 1, 2022. The Commission now issues this Notice of Application and Notice of Modified Procedure setting comment and reply deadlines. NOTICE OF APPLICATION YOU ARE HEREBY NOTIFIED that the residential and small farm energy rate credit results from the Company’s agreement with the Bonneville Power Administration (“BPA”) regarding the Residential Exchange Program (“REP”). Application. at 2. The REP allows residential and small-farm customers of Pacific Northwest utilities to benefit from the federal Columbia River power system through a credit to their rates. Id. YOU ARE FURTHER NOTIFIED that the residential and small farm energy adjustment rate credit is currently 0.3617 cents per Kilowatt hour (“kWh”) and was designed to pass $22,292,128 in BPA benefits to eligible customers through a credit to their energy rates for a two-year period beginning October 1, 2019. Id. at 2-3. YOU ARE FURTHER NOTIFIED that the Company proposes to implement a rate credit of 0.2534 cents per kWh which represents the Company’s Idaho portion of benefits from the BPA REP. Eligible customers will be eligible to receive $19,954,079 annually for the BPA NOTICE OF APPLICATION NOTICE OF MODIFIED PROCEDURE ORDER NO. 35219 2 fiscal year 2022-2023 period. Application at 4. This represents a $2,338,049 decrease per year from the fiscal year 2020-2021 exchange period. Id. at 4. YOU ARE FURTHER NOTIFIED the proposed credit rate would apply to customers in rate Schedules 1, 3, 5, 6, 7, 8, 9, 15, and 24. YOU ARE FURTHER NOTIFIED that the Company indicates it will notify customers about the Application via bill message in compliance with IDAPA 31.01.01.125 after approval by the Commission. Id. at 6 YOU ARE FURTHER NOTIFIED that the Company’s Application and proposed tariff sheets are available for public inspection during regular business hours at the Commission’s office. The Application is also available on the Commission’s website at www.puc.idaho.gov. Click on the “ELECTRIC” tab in the left-hand column of the home page, then select “Open Cases” and then locate and click on the case number as shown on the front of this document. YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held pursuant to the Commission’s jurisdiction under Title 61 of the Idaho Code. The Commission may enter any final order consistent with its authority under Title 61. YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be conducted under the Commission’s Rules of Procedure, IDAPA 31.01.01.000, et seq. NOTICE OF MODIFIED PROCEDURE YOU ARE FURTHER NOTIFIED that the Commission has determined that the public interest may not require a formal hearing in this matter and will proceed under Modified Procedure pursuant to Rules 201 through 204 of the Idaho Public Utilities Commission’s Rules of Procedure, IDAPA 31.01.01.201 through .204. The Commission notes that Modified Procedure and written comments have proven to be an effective means for obtaining public input and participation. YOU ARE FURTHER NOTIFIED that persons desiring to state a position on this Application may file a written comment explaining why they support or oppose the Application. Persons interested in filing written comments must do so within twenty-one (21) days of the service date of this Order. Persons who would like a hearing must specifically request a hearing in their written comments. Comments must be filed through the Commission’s website or by e- mail unless computer access is unavailable. To comment electronically, please access the Commission’s website at www.puc.idaho.gov. YOU ARE FURTHER NOTIFIED that if no written comments or protests are received within the time limit set, the Commission will consider this matter on its merits and enter its order without a formal hearing. If written comments are received within the time limit set, the Commission will consider them and, in its discretion, may set the same for formal hearing. O R D E R IT IS HEREBY ORDERED that the Company’s Application be processed by Modified Procedure, Rules 201-204 (IDAPA 31.01.01.201-.204). Persons interested in filing written comments must do so within twenty-one (21) days from the service date of this Order. The Company must file any reply comments within twenty-eight (28) days of the service date of this Order. IT IS FURTHER ORDERED that parties should continue to comply with Order No. 35058, issued June 3, 2021. All pleadings should be filed with the Commission electronically and shall be deemed timely filed when received by the Commission Secretary. See Rule 14.02.
