Comment: "I am writing to express my opposition to the proposed additional surcharge for Blaine County customers. I feel that it is inappropriate and unfair to charge an entire county
for the undergrounding of a line that directly benefits a privileged few. The entire premise of burying this line is not one of safety or reliability but is a matter of superficial aesthetics. This
is nothing more than a transfer of wealth from working and retired persons on fixed incomes to wealthy landowners who believe that the entire county owes them an underground line but
they feel that looking at lines supplying electricity to their neighbors is somehow beneath them. If this matters to those particular landowners, then let them raise the funds to make it
happen. This is a burden that should not be borne by ratepayers more than 10 miles away in Carey, Picabo, Gannet, North Blaine, or any other portion of Blaine County outside of and not
directly abutting the proposed new line. I urge denial of this absurd surcharge proposal. I thank the Commission for its consideration of these comments. Cordially, Nathan Harvill"

Comment: "The people of Southern Blaine County should not pay for something that will nothave any benefit for them. The people from Hailey South should not be paying. $820.80 for
residential and $3446.40 for commercial customers with no benefit to them is too much."

Comment: "Dear IPUC, As a rate payer living very near the proposed line, I'm opposed to a
surcharge to bury the new transmission line along Highway 75. To pretend that partially burying a short section of the proposed power line will improve the view (or reliability) when
there is already a power line, many signs, houses and hundreds of cars & trucks, is not accurate. Highways by their nature are obtrusive and I don't expect much in the way of
serenity while traveling on a highway. This new line is supposed to be a redundant to the existing line that runs east of SH75 and over the mountains (WR/Elkhorn/Ketchum line).
However, I have concerns that the proposed line will become the only line when IPCO decides it is too expensive to maintain or upgrade Wood River/Elkhorn/Ketchum line. Thanks for
taking comments. Dave Bell"
