It is unfair to force all Blaine County residents to pay a surcharge for the cost of burying a transmission line in Ketchum and Sun Valley only. All communities lie along a scenic highway and all residents treasure the scenic beauty of our valley. I would agree to pay if the entire line were to be buried, but I OPPOSE this plan which degrades my community and forces me to pay for that offense. Either THE ENTIRE LINE should be buried or NO SEGMENT OF THE LINE should be buried. If the entire line is buried, all should pay the surcharge. If just a segment incurs the additional cost, that segment should pay the entire cost. The redundant line only serves the community that wants the buried line. The necessity for this redundant line has never been proven and there are better ways to provide backup power. In our biggest power outage no power got to Hailey so this redundant line would not have helped. Ketchum is situated a the end of a power source and should deal with a very rare outage. North valley residents asked for this; it is a want and not a need. The county has never asked for approval from south valley residents to pay for this, probably because they are trying to sneak this in under the radar. My wife and I have no problems with above ground electrical cables. Let those that wanted something special pay for it, but do not burden south valley residents and businesses with this onerous surcharge. First off, I have a problem with the $5.00 "billing charge" I have to pay each month. The underground utilities for the Ketchum area is great, for Ketchum. I live in Bellevue, don't go to Ketchum but once a month if that. I don't feel that I should be responsible for the payment of this improvement.
