Case ID: IPC-E-21-25 Comment: "I urge the Commission to deny the requested surcharge to residents in our county which we would be paying nearly 10 million dollars over 20 years for very minimal value. The solution asked for by our county commissioners would underground the distribution lines in an existing line route and replace them with transmission circuits. This solution still leaves the existing structures in place but would be slightly shorter in length than the solution initially proposed by Idaho Power Co. that would route both the transmission and distribution circuits on the existing line route. Case ID: IPC-E-21-25 Comment: "I request the IPUC not approve Idaho Power’s request for a surcharge in order to fund the underground portion of the new Wood River-Ketchum transmission line. The reason for the surcharge is understood, however, I believe the Blaine County Commissioners have overstepped their authority. Because the cost of putting any part of the new line underground is to be borne by County taxpayers, voters should have the say whether it is built above or underground knowing what the financial responsibilities would be. Legally, do the Blaine County Commissioners even have the authority to enter into any agreement with Idaho Power that would have a financial effect on voters’ individual power bills? It is unfortunate both Idaho Power and the PUC are being put in the position to hopefully force the Blaine County Commissioners to follow proper protocol.
