First of all, I question the need for the redundant line. Second, if the line is truly deemed to be necessary, those residents who live north of Hailey, and are the customers who will benefit from the line, should bear the cost of line burial, not all Blaine County residents. The residents of Hailey and points south are far too often asked to sacrifice for the benefit of our northern neighbors. The County Commissioners may have asked IPCO to do this but they did not ask the general citizenry of Blaine County. A vocal minority may have known about and showed up to comment at Commission meetings but this should be voted on by the whole County and not shoved through by the "Chamber of Commerce Elites". The argument that it somehow helps the whole county is bunk. This is a proposal by and for a bunch of well healed NIMBYs. Put the redundant equipment in above ground or make the Ketchum, Sun Valley, Weyyakin, Lane Ranch, Golden Eagle, Cold Springs, Valley Club and Elkhorn residents that it benefits pay for it." ------ From:PUC Consumer Comments To:Jan Noriyuki Subject:Notice: A comment was submitted to PUCWeb Date:Saturday, August 21, 2021 1:00:07 PM The following comment was submitted via PUCWeb: Name: Mark Abel Submission Time: Aug 21 2021 12:26PMEmail: abelrn30@hotmail.com Telephone: 208-578-5209Address: 210 N. 4th Ave Hailey, ID 83333 Name of Utility Company: Idaho Power Case ID: IPC-E-21-25 Comment: "Blaine Co. residents should not have to pay for underground line serving those north of Hailey. We are senior citizens( 59 yr. residents) on set income and don't need to pay for cosmetic power lines. We are tired of having this proposal shoved down our throats for the past 20 years." ------ From:PUC Consumer Comments To:Jan Noriyuki Subject:Notice: A comment was submitted to PUCWeb Date:Saturday, August 21, 2021 3:00:12 PM The following comment was submitted via PUCWeb: Name: David Briggs Submission Time: Aug 21 2021 2:33PMEmail: briggs.m1@gmail.com Telephone: 719-216-3993Address: 112 Turf Dr Ketchum, ID 83340 Name of Utility Company: Idaho Power Case ID: IPC-E-21-25 Comment: "The NIMBYs need to get over it. The Wood River Valley must have a redundant power line for basic electrical requirements. Electricity is everything for a modern community. Without it, we instantly revert back to cavement, and not many people have cave skills these days. So what if it is going to cost us an extra $3.42 per month on our electric bill to pay for burying the new line. A buried line is more secure than an overhead line anyway. Anyone living in this valley can afford $3.42. Git 'er done! To add to a previous comment about the added cost being added to residents who will not directly benefit from a redundant line, that may be a valid point, but redundant power is huge for the well being of a community when a power line goes down. Arguably, everyone benefits from a more reliable power grid. My two cents. I support the line and understand the expenses (and benefits!) involved with underground transmission. I believe it should be the responsibility of the rate payers who will realize the benefits of the additionally undergrounded section to shoulder the cost burden. Most of their homes are of higher value, most of them make 3x my household income, and most of them likely complained about the overhead line. I would rather install batteries and solar panels at a higher expense than subsidize their complaining. If I invested that money in my child’s college fund, over the same time, it would be paid for. I support Idaho Power’s original proposal and think the Commission should direct the increase in rates to those meters north of Gimlet, or even just those served by distribution circuits north of the Wood River Substation. My power is already redundant here in Hailey, so penalizing the rest of the county (Carey ratepayers I bet are upset about this) when the highest income of the valley is where the line is requested to be modified is ludicrous. I will be writing our county commissioners to seek clarity on their request as well and will follow up if that changes my comment at all. Thank you- Nate Hart Hailey, Idaho" ------ From:PUC Consumer Comments To:Jan Noriyuki Subject:Notice: A comment was submitted to PUCWeb Date:Sunday, August 22, 2021 10:00:07 AM The following comment was submitted via PUCWeb: Name: Dave Prouty Submission Time: Aug 22 2021 9:20AMEmail: dave.prouty@gmail.com Telephone: 208-720-0833Address: 101 Andorra Lane Ketchum, ID 83340 Name of Utility Company: Idaho Power Case ID: IPC-E-21-25 Comment: "I strongly oppose the proposed rate hike to underground the power lines coming into Ketchum. Why should the rest of the county pay 9.8 million for something that is not happening throughout the entire county? It is a luxury, not a necessity. It is a waste of resources. If we are doing this for everyone then okay, however it should not be done for a small group of the wealthiest. If they want it then make those who benefit from it pay for it, those who live North of the hospital. I want to be on record that I strongly oppose the additional surcharge to my Idaho Power bill for the Blaine County underline transmission line. The redundant line is entirely unnecessary. There are other less expensive and more environmentally friendly ways to ensure power redundancy for the north valley, like a local micro-grid. Let's use this opportunity to advance our energy self-sufficiency, rather than pay extra to increase our dependence on Idaho Power." ------ From: PUC Consumer Complaints <Do.Not.Reply@puc.idaho.gov> Sent: Monday, August 23, 2021 7:00 AM To: ConsumerComplaintsWeb <ConsumerComplaintsWeb@puc.idaho.gov> Subject: Notice: A complaint was submitted to PUCWeb The following complaint was submitted via PUCWeb: Name: Elise Lufkin Submission Time: Aug 22 2021 6:23PM Email: e.lufkin@gmail.com Telephone: 208-788-9112 Address: 101 Greenhorn Loop Hailey, ID 83333 Name of Utility Company: Idaho Power Contacted Utility: Yes Comment: "I strongly oppose the proposed overhead redundant power line between Owl Rock Road and Elkhorn Road in Ketchum, Idaho. Those underground lines only benefit residents of Ketchum and Sun Valley, a small part of our County. If the residents of Ketchum and Sun Valley would like the new transmission lines buried then they should be the ones to pay for the surcharge. It's not right to force the entire County to pay for something that only benefits the rich. Due to the fact that the only existing line is 60 years old I think the second line is needed for backup. The winters in the Ketchum, Sun Valley Wood River Valley can be extremely cold. If there is a disruption of power for heating it can be become dangerously cold and result in property damage from frozen water lines, etc. I think the backup power connection is needed and I am okay with paying the surcharge of $3.42 per month. I think it is better to be safe than sorry. It believe this protection is needed. All of my power lines are overhead. I get no benefit from there wanting to bury their power line. If they want to bury it let the cities of the Wood River Valley pay for it. It is amusing to read or hear that the the county commissioners volunteered to have the whole county pay for the beautification project for a 8 to10 mile section of highway 75. The rest of the county doesn't have buried power lines paid for by the citizens outside the Wood River highway corridor. I am opposed to the commissioners volunteering all residents to pay for the beautification project outside that site specific area, namely highway 75." ------ Name: William Graff Submission Time: Aug 21 2021 4:07PMEmail: w.graff@sbcglobal.net Telephone: 949-246-2473Address: 91 Tyler Drive Nampa, ID 83687 Name of Utility Company: Idaho Power Case ID: IPC-E-21-25 Comment: "IPC-E-21-25 This planned underground transmission line would provide a back-up power source for northern Blaine County; Ketchum and Sun Valley. The existing line has been reliable. It has experienced 3.3 hours of outage since 1980. This cost should not be put on citizens outside the benefit area. The homeowners and businesses north of Buttercup Road (Ketchum and Sun Valley) who want this powerline should pay for this, NOT the residents of Hailey and Bellevue and the rest of Blaine County who do not receive any benefit from this new line." ------
