SUBJECT: IN THE MATTER OF IDAHO POWER COMPANY’S APPLICATION TO
INITIATE A MULTI-PHASE COLLABORATIVE PROCESS FOR THE
STUDY OF COSTS, BENEFITS, AND COMPENSATION OF NET
EXCESS ENERGY ASSOCIATED WITH CUSTOMER ON-SITE
GENERATION; CASE NO. IPC-E-21-21.
On June 28, 2021, Idaho Power Company (“Company”) applied to the Idaho Public
Utilities Commission (“Commission”) to initiate the multi-phase process for a comprehensive
study of the costs and benefits of on-site generation as directed in order No. 34046.1 The Company
indicates its preference that a final order be issued in this case by year-end 2021 so that 2021 data
can be used to complete the “study design” phase in the first half of 2022 and the “study review”
phase can be initiated in June 2022. The Company requested its Application be processed by
Modified Procedure.
On July 27, 2021, the Commission issued a Notice of Application and set a deadline
for intervention and deadline for the Company, Commission Staff, and intervening parties to
confer before September 1, 2021, regarding a proposed schedule for this matter.
On September 8, 2021, the Commission issued a Notice of Parties giving notice of the
parties to this matter that included the Company, Commission Staff, and Intervenors.
On August 30, 2021, the Company, Commission Staff, and intervening parties met and
conferred regarding a proposed schedule for this matter including discussions to prepare a

framework to study the costs, benefits, and compensation of net excess energy associated with
customer on-site generation. In the August 30th, 2021, meeting the following general schedule
was discussed and agreed upon by the parties:
1 – An online meeting was scheduled for Wednesday, September 22, 2021, from 1-5 p.m.
(MDT). In this meeting the parties will continue to review the initial scope of the study
and to review additional items recommended by the intervening parties. Additional items
to be considered for the scope of study were to be emailed to the group no later than noon
on Thursday, September 16, 2021. Items emailed will be discussed during the meeting on
September 22nd.

2 – On September 30, 2021, Commission Staff will file a “framework to study” formally
with the Commission that will provide all parties’ scope of study viewpoints;
3 – No later than October 13, 2021, all parties may file their formal initial comments with
the Commission addressing what should be in the study;
4 – Thereafter, two (2) public workshops, one by Commission Staff and the other by the
Company will be scheduled and held; and
5 – Revised formal comments will be due approximately three (3) weeks following the last
public workshop. These comments will contain all parties’ final position on what the study
should include.
STAFF RECOMMENDATION
Staff recommends the Commission issue a Notice setting an initial comment deadline
of October 13, 2021, for all parties and the public.
