Comment: "Please ensure that an all-encompassing study of the cost and benefit of residential-generating solar is completed. Idaho Power, out of concerns for maintaining its monopoly, has
little incentive to ensure an accurate study is completed. Grateful to have an unbiased committee overseeing this work to ensure a high quality study is completed which will allow
for the right solar policies to be enacted. With rising temperatures combined with falling reservoir levels and associated loss of hydroelectric power in the future, combined with
population growth and increased annual AC usage, we need to ensure we have access to low cost energy, especially those that don't accelerate carbon dioxide production."

Dear Commission Secretary,
I am an Idaho Power customer that has solar panels. They have cut my power bill greatly. I understand why the IP
investers are scared of going green because it will affect their returns. For me, a retiree, I cannot afford them
constantly increasing my power bill. Solar panels allow us to break free.
