Comment: "I am an on-site solar generator because I believe in clean, renewal energy. I support the proposals of the Interveners in this case, and I urge the Public Utilities
Commission (PUC) to develop a study framework based on the recommendations of the Interveners. Clean renewable energy production such as on-site solar generation needs to be
encouraged by the PUC and by Idaho Power. As a privately owned company, Idaho Power's first and foremost commitment is to deliver profit to its shareholders; any study design
delivered by the Company will be inherently biased. It is the Commission's duty to ensure that Idaho Power treats the public citizens of Idaho with fairness and welcomes the production of
clean renewable energy. The cost/benefit study needs to be conducted by a neutral third party and include methods for quantifying the environmental and health benefits of renewable
energy. Please keep in mind that "the study must be written so it is understandable to an average customer, but its analysis must be able to withstand expert scrutiny." I appreciate that
some of the terms used in the study framework presented by the PUC's Public Workshop on 26 October 2021 are defined, such as Avoided Energy Value, Avoided Capacity Value,
Avoided Transmission and Distribution Costs, Avoided Line Losses, and Integration Costs. However, as a customer, I find these definitions difficult to understand. Who is avoiding these
values and/or costs, the Company or the On-site Generators? I can't tell if the avoided stuff is good for the company or good for the customer. If I don't understand what Avoided Energy
Value, Avoided Capacity Value, or Avoided Transmission and Distribution Costs are, then I certainly don't understand what Avoided Line Losses are, because the definition for Avoided
Line Losses is "an adjustment that can potentially increase avoided capacity and energy cost due to avoiding transmission and distribution line losses..." What does all this mean??? I
NEED EXAMPLES!!! Thank you. "

Dear Idaho Public Utilities Commission Commission Secretary,
I want the rooftop solar valuation study to be fair so I can participate in the program and help
move Idaho towards a clean energy future!
I would hate to be disenfranchised for the major investment I have made into our solar future.Please do not downgrade the clean energy my family generates for Idaho’s future.
We must work together to ensure local, clean, customer-owned power is an option for all
Idahoans.

Dear Idaho Public Utilities Commission Commission Secretary,
Solar is an important player in Idaho’s clean energy future! I want the Idaho Power solar
valuation study to identify how I can participate in the rooftop solar program. Local, cleanenergy benefits us all and plays an important role in working towards a clean energy future.
It needs to be a fair trade. If we generate power for you, we should be compensated fairly for
that power generation.

As a current residential solar generator, I request no change to the current net metering plan, or
perhaps an additional payment to me, as I have incurred all the costs to produce my ownpower, without charge to Idaho Power, and Idaho Power is actually selling my generated
power to other customers with no payment to me.

Comment: "I am very concerned about the effects of climate change and totally support increased efforts to move away from fossil fuel energy sources and toward renewable energy
like solar power. I value the promotion and expansion of customer-owned roof-top solar installations and feel there should be a strong incentive program for this. I also believe the
study of the use of solar energy should be done fairly and thoroughly and should be done by neutral experts rather than by Idaho Power. The process should be transparent, comprehensive,
and made accessible to the public. Individually-owned rooftop solar systems and other distributed energy systems should remain a viable economic and environmental solution for
businesses, homeowners, and government agencies in Idaho. Thank you. "

I have residential roof-top solar; and am writing to support fair and equitable reimbursement or credit for the power
I generate that is returned to the grid. It should be on par with what is paid by Idaho Power for energy purchased
from other sources. I, along with other residential solar users, have saved Idaho Power hundreds of thousands of
dollars in solar infrastructure capacity; and, during peak demand, I am significantly reducing demand and at times
supplying energy to the grid. Residential solar needs to be acknowledged for the economic benefit it provides to
power companies and the broader community through increased energy capacity and reduced dependence on fossil
fuel sources. If climate change threatens the availability of hydropower in our state, alternative energy sources will
be even more important.
