I charge my electric vehicle at home. I use an air source heat pump for air heating and cooling and for my hot water. Yet, using all these clean electric products, I produce so much energy that I pay only a monthly hook-up of about $13. Clean energy is cheap energy. I want the Idaho Power solar valuation study to identify how I can participate in the rooftop solar program. Local, cleanenergy benefits us all and plays an important role in working towards a clean energy future. Idaho Power undervalues the benefits of local power generation and its overall benefits to keep Idaho air and waters clean and preserved for many future generations. Additionally, the new Federal Infrastructure Bill will provide funding for badly needed gridupdates. Burdening the consumer with extra costs for this is like double taxation. I support full 100% net metering for self generated electrical power. I own a home in Boise at the address shown below and was fortunate to have the means to begin a solar panel project on my rooftop on October 19, 2019. I am also fortunate to have my net metering with Idaho Power Company (IPC) grandfathered as provided in an earlier IPC rate case before the PUC. I write to you today about the Idaho Power initiating a Multi-Phase Collaborative Process for the Study of Costs, Benefits, and Compensation of Net Excess Energy Associated with Customer On-Site Generation (Study). There is a lot to consider in this Study, and the stakes are high. Our climate and health will be impacted by this Study. Green jobs for Idahoans and our state economy will be effected by the Study. I fail to understand how IPC can devise and complete this Study in a neutral capacity when it is clear that a particular outcome(s) would be of great benefit to them. In an earlier IPC solar rate case before th e PUC an IPC spokesman asserted independent solar producers were subsidized by non-solar IPC customers. Such comments make clear IPC cannot both devise and conduct an unbiased and fair Study. I urge you to issue this path by requiring IPC hire an independent, unbiased, and qualified third party to create and complete a transparent Study. Otherwise, IPC devising the Study would be the proverbial fox guarding the hen house. I installed solar because it was something I could personally do to help mitigate the devastating consequences of climate change and contribute to the IPC power grid and avoid the construction costs by IPC to supply more load to meet increasing future customer demand. My solar system has performed beautifully, and I have the added benefit of lowering my traditional power consumption and energy costs. By ensuring fairness in the process upfront, the PUC Order will go a long way toward providing a fair, long term, equitable solution for all of us in Idaho. I put28 solar panels atop my Boise home in January 2021 to be a part of a solution. What comes next tells more of my story. From 6 to 7 PM on June 30, 2021 was the all-time peak hour ofusage for Idaho Power. (from their website) On that day Idaho Power appealed to all Idaho Power users to reduce the load at least until 9PM. During that hour 16% of the load responsecame from the Jim Bridger and Valmy coal plants providing 593 mws of power and pumping almost 600 tons of CO2 into our American air in a single hour. (from Idaho Power engineerShelby McNeilly’s response to my inquiry.) (attached) During that same hour my rooftop solar contributed an excess of .45 kwhs to the grid and saved Idaho Power from buying still morepower from the open market although my excess, alone, was not enough to reduce the CO2 emissions. I invested in solar to help reduce emissions and feel proud that I’m on the righttrack. However, I received zero benefit for the contribution made and for the cost savings it delivered to Idaho Power. My request: Please require Idaho Power’s “Study” to include fourthings: 1. An analysis of how expanded levels of co-generation could speed a reduction in coal-powered outputs and CO2 pollution from the Jim Bridger and Valmy plants. 2. Ananalysis projecting the cost of peak-load power over the next 10 years and the cost savings that would come to Idaho Power should co-generation be dramatically increased. 3. An analysis ofhow fairly reimbursing co-generators for their peak-load contributions might speed co- generation growth and help Idaho Power reach its 100% clean energy goal sooner. 4. Asensitivity analysis assuming a potential carbon tax ranging from $15-250/ton of CO2 emissions. Thank you for hearing my requests. Coal, oil and gas-powered electricity isreducing our quality of life through forest fires, storms, droughts and sea level rise. The public trusts the PUC to make hard, long-term decisions. There is not a moment to lose in the race tostop a far greater climate disaster. While it is true that PV systemowners benefit from the infrastructure to transmit power to and from their homes, they also provide significant benefit to the power grid as a whole. It is imperative that the PUCrecognize these benefits and scrutinize the methodology for assigning the Value of Solar in this case. In Case IPC-E-21-21, Idaho Power has laid out six variables to consider under theExport Credit Rate (ECR). Five of those would articulate the avoided costs to Idaho Power and, by extension, benefit their ratepayers. I urge the Commission to listen to intervenors andother interested parties to ensure that methodologies used to assess those avoided costs are rational and fair. In Case IPC-E-18-15, Idaho Power had included a seventh variable, theenvironmental benefit to the public from having a cleaner air, water and sustainable land use from the installation of renewables such as solar. As the PUC has an obligation to look afterthe interests of the consuming public, I urge the Commission to reinsert this factor back into the study and eventually into the process for determining the Value of Solar.
