HomeMy WebLinkAbout20210727Notice_of_Application_Order_No_35121.pdfNOTICE OF APPLICATION NOTICE OF INTERVENTION DEADLINE ORDER NO. 35121 1 Office of the Secretary Service Date July 27, 2021 BEFORE THE IDAHO PUBLIC UTILITIES COMMISSION On June 28, 2021, Idaho Power Company (“Company”) applied to the Commission to begin a multi-phase process for a comprehensive cost and benefit study of on-site generation as directed in Order No. 34046.1 The Company indicates its preference that a final order be issued in this case by the end of 2021 so that 2021 data can be used for the “study design” phase in the first half of 2022 and the “study review” phase can be begin in June 2022. The Company requests its Application be processed by Modified Procedure. The Commission now issues this Notice of Application and sets a deadline for interested persons to petition for intervenor status. NOTICE OF APPLICATION YOU ARE HEREBY NOTIFIED that the Company represents that some retail customers install “on-site generation” equipment such as solar panels for some or all their electric needs. These customers are also connected to the Company’s grid and the vast majority of on-site generators export energy to the grid. YOU ARE FURTHER NOTIFIED that when the electricity supplied by the Company to a customer during a billing period is more than the customer’s generated electricity delivered to the Company, the customer receives a bill for the additional electricity supplied by the Company at applicable rates. This process is called “net metering.” YOU ARE FURTHER NOTIFIED that the Company has provided a draft of the scope of the comprehensive on-site generation study. It is attached to the Application as Attachment No. 1 for the public, intervenors, and Staff to review and provide input. YOU ARE FURTHER NOTIFIED that the Company recommends a “study design” phase and a "study review" phase. As part of the “study design” phase, the Company recommends that Staff and the Company “host public workshops to share information and perspectives on net- metering program design with the public and to listen to customer concerns and input.”2 The Company also recommends that as part of the “study review” phase, that the public provide comments or concerns regarding the study. The Company’s goal is for the Commission to approve a final scoping document. YOU ARE FURTHER NOTIFIED that the Application is available for public inspection during regular business hours at the Commission’s office. These documents are also available on the Commission’s web site at www.puc.idaho.gov. Click on the “ELECTRIC” icon, select “Open Cases,” and click on the case number as shown on the front of this document. YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held pursuant to the Commission’s jurisdiction under Title 61 of the Idaho Code. YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be conducted pursuant to the Commission’s Rules of Procedure, IDAPA 31.01.01.000 et seq. NOTICE OF INTERVENTION DEADLINE YOU ARE FURTHER NOTIFIED that persons who wish to intervene in this matter to obtain the rights of party (e.g., to file formal discovery, or present evidence, or cross-examine witnesses at a hearing) must file a Petition to Intervene with the Commission under the Commission’s Rules of Procedure 72 and 73, IDAPA 31.01.01.072 and .073. Persons who wish to intervene as a party must file a Petition to Intervene no later than 21 days from the service date of this Order. Such persons shall also provide the Commission Secretary with their e-mail address to facilitate further communications. Once the Notice of Parties has issued, Commission Staff shall informally confer with the Company and any intervening parties on or before September 1, 2021, about how to further process this case and shall then report back to the Commission on a proposed schedule. YOU ARE FURTHER NOTIFIED that persons who would like to present their views without parties’ rights of participation and cross-examination are not required to intervene but may present their views by submitting written comments to the Commission. Once the deadline has passed, the Commission Secretary shall prepare and issue a Notice of Parties. IT IS FURTHER ORDERED that, after the Notice of Parties has issued, the Company, Commission Staff, and any intervening parties shall confer on or before September 1, 2021, regarding a proposed schedule for this matter. IT IS FURTHER ORDERED that parties should continue to comply with Order No. 35058, issued June 3, 2021. All pleadings should be filed with the Commission electronically and shall be deemed timely filed when received by the Commission Secretary. See Rule 14.02. Service between parties should also be accomplished electronically.
