HomeMy WebLinkAbout19930427.docx MINUTES OF DECISION MEETING April 27, 1993 - 1:30 p.m. In attendance were: Commissioners Marsha H. Smith, Joe Miller and Ralph Nelson and staff members Mike Gilmore, Keith Hessing, Gary Richardson, Tonya Clark, Randy Lobb and Myrna Walters. Items from the April 26, 1993 Agenda were discussed and acted upon as follows. 1.  Regulated Carrier Division Agenda dated April 26, 1993. Approved. 3.  Keith Hessing's April 22, 1993 Decision Memorandum re:  Pacificorp Demand Meter Interval Change - Tariff Advice 93-2. Suspended. 4.  Belinda Anderson's April 23, 1993 Decision Memorandum re:  U S West (North) 93-4-N 800 Data Base for Number Portability. Commissioner Miller said it was unclear to him whether the interexchange carriers that were actually offering the service were satisfied with it.  Assume that U S West was working with everyone to implement portability.  Assumed the tariff reflected an agreement between all those people.  Guess we can approve it and if that is not correct, we will hear about it.  Is presuming notice has been given to providers. Approved. 2.  Idaho Power Company Tariff Advice No. 93-1 - Uniform Irrigation Service Agreement. Commissioner Smith said she had a question - what about notice, how do customers get notified?  If they don't use it and it is taken out - how are they notified? Randy Lobb said if the farmer wants to remove a particular pump, it saves money.  They eliminate that minimum charge with the caveat that with company's own timeframe, they can remove those facilities.  The farmer is making the decision to allow company at anytime to remove the pump.  If he makes the minimum payment he keeps the service. -2- Commissioner Smith asked - is this just for large customers? Randy Lobb explained Exhibit A.  It is an itemized list of what the company installed to run the pump, what the annual use is and the minimum charge.  At some point the farmer is saying I don't want to pay the minimum and want the pump removed from Exhibit A.  If farmer doesn't want company to remove them, will have to charge a fee to keep them in place.  It is just a re-establishment of that cost.  The fee is based on Exhibit A.  Explained it is probably left blank. Commissioner Miller asked if Randy Budge concurred in this? Randy Lobb said they had on the original language and he thought this clarification was clearer. Okayed. 5.  Mike Gilmore's April 23, 1993 Decision Memorandum re:  Case No. 31-4201-9301--Readoption, Reformatting and Amendment of the Title 62 Telephone Rules. Okayed. 6.  Mike Gilmore's April 21, 1993 Decision Memorandum re:  Case No. 31-4601-9301--Readoption, Reformatting and Amendment of the Universal Service Fund Rules. Okayed. 7.  Mike Gilmore's April 22, 1993 Decision Memorandum re:  Case No. 31-4601-9301--Readoption and Reformatting of Telecommunications Relay Service Rules. Commissioner Smith questioned - because of its small size. Took that phrase out. 03.  Questioned the timing. 04.  Dropped the 21 day sentence. Okayed. 8.  Mike Gilmore's April 22, 1993 Decision Memorandum re:  Case No. 31-5101-9301--Readoption and Reformatting of The Operator Service and Pay Telephone Rules. -3- Okayed. 9.  Mike Gilmore's April 22, 1993 Decision Memorandum re:  Case No. 31-5102-9301--Readoption and Reformatting of the Automatic Dialing and Announcement Devices (ADADS) Rules. Okayed. 10. Mike Gilmore's April 22, 1993 Decision Memorandum re:  Case No. 31-7101-9301--Readoption and Reformatting of Railroad Clearance Rules. Okayed. 11. Mike Gilmore's April 22, 1993 Decision Memorandum re:  Case No. 31-7102-9301--Readoption and Reformatting of Reporting of Accident Rules for Railroads. Okayed. 12. Mike Gilmore's April 22, 1993 Decision Memorandum re:  Case No. 31-7103-9301--Readoption and Reformatting of The Commission's Safety and Sanitation Rules for Railroads. Okayed. Meeting adjourned.
