BEFORE THE IDAHO PUBLIC UTILITIES COMMISSION
On August 21, 2020, Idaho Power Company (“Company”) applied to the Commission
for approval to increase the collection percentage of the Energy Efficiency Rider (“Rider”),
outlined in tariff Schedule 91. If approved, the Company’s proposed changes would take effect
January 1, 2021.
The Commission now provides notice of the Application and sets a deadline for
interested persons to intervene.
NOTICE OF APPLICATION
YOU ARE HEREBY NOTIFIED that the Company proposes to increase the Rider
percentage from 2.75 percent to 3.10 percent. The Company explains this percentage change is
intended to closely match the Company’s request in Case No. IPC-E-20-32 “to remove the revenue
requirement associated with the Boardman coal-fired plant scheduled to cease operations at the
end of 2020.” Application at 3.
YOU ARE FURTHER NOTIFIED that the Rider was created by the Commission in
Order No. 29026 to fund demand-side management (“DSM”) programs and is set as a percentage
of the Company’s base rate revenues. See Order No. 34345.
YOU ARE FURTHER NOTIFIED that if the Company’s Application is approved as
filed, the Company’s current billed revenue would increase by $3.7 million (0.31 percent). The
Company notes that the average residential customer using 950 kilowatts per month would see
approximately a $0.29 increase in their monthly bill.
YOU ARE FURTHER NOTIFIED that if the Company’s concurrent application in

approved as filed, the Company asserts the combined impact of the two cases would be a net
decrease of $314,922 in billed revenue—a 0.03 percent reduction. The Company also states that
if the Commission were to approve this Application and the one in Case No. IPC-E-20-32, the
average residential customer’s monthly bill would decrease by a $0.02.
YOU ARE FURTHER NOTIFIED that the Company requests its Application be
processed under Modified Procedure and that the proposed changes take effect January 1, 2021.
NOTICE OF INTERVENTION DEADLINE
YOU ARE FURTHER NOTIFIED that persons who wish to intervene in this matter to
obtain the rights of a party (e.g., to file formal discovery, or present evidence or cross-examine
witnesses at a hearing) must file a Petition to Intervene with the Commission under the
Commission's Rules of Procedure 72 and 73, IDAPA 31.01.01.072 and .073. Persons who wish
to intervene as a party must file a Petition to Intervene within twenty-one (21) days from the
service date of this Order. Such persons shall also provide the Commission Secretary with their
electronic mail address to facilitate further communications.
YOU ARE FURTHER NOTIFIED that the Commission Secretary shall issue a Notice
of Parties after the deadline for intervention has passed. The Notice of Parties shall assign exhibit
numbers to each party in this proceeding.
YOU ARE FURTHER NOTIFIED that once the Notice of Parties has been issued,
Staff will informally confer with the parties about further scheduling and will recommend a
schedule to the Commission.

business hours at the Commission’s office. These documents are also available on the
Commission’s web site at www.puc.idaho.gov. Click on the “ELECTRIC” icon, select “Open

YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be conducted
pursuant to the Commission’s Rules of Procedure, IDAPA 31.01.01.000 et seq.
YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held
pursuant to the Commission’s jurisdiction under Title 61 of the Idaho Code, specifically Idaho
Code §§ 61-501 to 61-503. The Commission may enter any final Order consistent with its authority
under Title 61.
O R D E R
IT IS HEREBY ORDERED that persons desiring to intervene for the purpose of
presenting evidence or cross-examination at hearing shall file a Petition to Intervene with the
Commission within twenty-one (21) days from the service date of this Order.
IT IS FURTHER ORDERED that after the Notice of Parties is issued Staff will
informally confer with the parties to discuss an appropriate schedule for this case.
IT IS FURTHER ORDERED that parties should continue to comply with Order No.
34781, issued September 17, 2020. All pleadings should be filed with the Commission
electronically and shall be deemed timely filed when received by the Commission Secretary. See
Rule 14.02. Service between parties should also be accomplished electronically. Voluminous
discovery-related documents may be filed and served on CD-ROM or a USB flash drive.
