On August 21, 2020, Idaho Power Company (“Idaho Power” or “Company”) applied
for authority to decrease customer rates to reflect cessation of the Boardman Power Plant
(“Boardman”) operations.
The Commission now issues this Notice of Application and Notice of Intervention
Deadline.
NOTICE OF APPLICATION
YOU ARE HEREBY NOTIFIED that Boardman is a pulverized-coal plant located in
north-central Oregon. Idaho Power owns a 10 percent interest, which provides Idaho Power 50
average megawatts of Boardman’s annual energy generating capability. Id. at 2.
YOU ARE FURTHER NOTIFIED that cessation of coal-fired operations at Boardman
will occur on October 31, 2020.
YOU ARE FURTHER NOTIFIED that Idaho Power requests that the Commission
issue an order (1) finding that all actual Boardman investments made through June 30, 2020, were
prudently incurred, and (2) decreasing customer rates by $3,902,622 to reflect full depreciation of
all Boardman investments effective January 1, 2021, which equates to an overall decrease of .33
percent. Application at 1. Order No. 32457, Case No. IPC-E-11-18, authorizes a balancing
account to track incremental costs and benefits associated with the early shutdown of Boardman.
YOU ARE FURTHER NOTIFIED that the Company represents that the Application
in this case was filed concurrently with Case No. IPC-E-20-33 wherein the Company requests
authorization to reinvest the customer savings resulting from cessation of Boardman operations
immediately into energy efficiency to limit impacts to customer bills. Id.

YOU ARE FURTHER NOTIFIED that Idaho Power filed this case and Case No. IPC-
E-20-33 simultaneously to facilitate a single rate change for customers. Id. at 1-2.
NOTICE OF INTERVENTION DEADLINE
YOU ARE FURTHER NOTIFIED that persons who wish to intervene in this matter to
obtain the rights of a party (e.g., to file formal discovery, or present evidence or cross-examine
witnesses at a hearing) must file a Petition to Intervene with the Commission under the
Commission's Rules of Procedure 72 and 73, IDAPA 31.01.01.072 and .073. Persons who wish
to intervene as a party must file a Petition to Intervene within twenty-one (21) days from the
service date of this Order. Such persons shall also provide the Commission Secretary with their
electronic mail address to facilitate further communications.
YOU ARE FURTHER NOTIFIED that the Commission Secretary shall issue a Notice
of Parties after the deadline for intervention has passed. The Notice of Parties shall assign exhibit
numbers to each party in this proceeding.
YOU ARE FURTHER NOTIFIED that once the Notice of Parties has been issued,
Staff will informally confer with the parties about further scheduling and will recommend a
schedule to the Commission.
YOU ARE FURTHER NOTIFIED that the following persons are designated as the

available on the Commission's web site at www.puc.idaho.gov. Click on the “Electric” icon, then
select “Open Cases” and click on the case number as shown on the front of this document.
YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held
pursuant to the Commission’s jurisdiction under Title 61 of the Idaho Code and specifically Idaho
Code §§ 61-501, 61-502, 61-507, 61-520, 61-523, and 61-622. The Commission may enter any
final Order consistent with its authority under Title 61.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be conducted
pursuant to the Commission’s Rules of Procedure, IDAPA 31.01.01.000 et seq.
O R D E R
IT IS HEREBY ORDERED that persons desiring to intervene for the purpose of
presenting evidence or cross-examination at hearing shall file a Petition to Intervene with the
Commission within twenty-one (21) days from the service date of this Order.
IT IS FURTHER ORDERED after the Notice of Parties is issued Staff will informally
confer with the parties to discuss an appropriate schedule for this case.
IT IS FURTHER ORDERED that parties continue to comply with Order No. 34781,
issued September 17, 2020. All pleadings should be filed with the Commission electronically and
shall be deemed timely filed when received by the Commission Secretary. See Rule 14.02. Service
between parties should also be accomplished electronically. Voluminous discovery-related
documents may be filed and served on CD-ROM or a USB flash drive.
