APPLICATION
ldaho Power Company ("ldaho Power" or "Company"), in accordance with ldaho
Code SS 61-502, 61-524, and RP 052, 121, and 125, hereby respectfully makes
application to the ldaho Public Utilities Commission ("Commission") for an order (1)
finding that all actual Boardman power plant ("Boardman') investments made through
June 30, 2020, were prudently incurred, and (2) decreasing customer rates $3,902,622
to reflect full depreciation of all Boardman investments effective January 1,2021, which
equates to an overall decrease of 0.33 percent. This Application is being filed with the
Commission concurrently with an application in Case No. IPC-E-20-331 requesting
approval to reinvest the customer savings resulting from cessation of Boardman
operations immediately into energy efficiency to limit impacts to customer bills. Idaho

APPLICATION - 1
Power is simultaneously filing these applications in order to facilitate a single rate change
for customers.
!n support of this Application, ldaho Power asserts as follows:
I. BACKGROUND
1. Boardman is a pulverized-coalplant located in north-centralOregon. ltwent
into service in 1980, and consists of a single generating unit. ldaho Power owns a 10
percent interest, or 58.5 megawatts (net dependable capacity), in Boardman. After
adjusting for routine scheduled maintenance periods and estimated forced outages, the
Company's share of the plant's annual energy generating capability is approximately 50
average megawatts. Portland General Electric ("PGE") has a 90 percent ownership. As
the maiority partner of the plant, PGE operates the Boardman facility. Cessations of coa!-
fired operations at Boardman, which was approved byfederaland state regulators in 2010
and 201 1, will occur October 31,2020.
2. On September 26, 2011, in Case No. IPC-E-11-18, Idaho Power filed an
application with the Commission requesting an order (1) accepting the Company's
accounting and cost recovery plan for the early shutdown of Boardman and (2) allowing
the Company to establish a balancing account to track shutdown-related costs and
benefits2. ln February 20'12, the Commission issued Order No. 32457, authorizing the
Company to establish a balancing account to track the incremental costs and benefits
associated with the early shutdown of Boardman.
3. On February 15, 2012, in Case No. IPC'E-12-09, ldaho Power requested
authority to increase rates to begin recovery of the levelized revenue requirement
associated with Boardman's 2020 end-of-life3. The Cornpany replaced the then current

non-levelized base rate revenue recovery associated with ldaho Powe/s existing
investment in Boardman with a levelized revenue requirement that is tracked in the
Boardman balancing account. On May 17, 20'12, the Commission issued Order No,
32il9, authorizing implementation of the cost recovery approach approved in Order No.
32457, and increasing the Company's annua! revenue requirement by $1,525,501,
effective June 1 ,2012, to reflect the new levelized Boardman revenue requirement.
4. On October 17,2019, the Company filed a request with the Commission to
decrease customer rates $1.06 million, based on an updated levelized revenue
requirement and additional one-time revenue requirement adjustments4. The
Commission approved ldaho Power's request effective January 1,2020, with Order No.
34519. Prior to the rate change, ldaho Power filed its Boardman Power Plant Annual
Review each year, pursuant to Order Nos. 32457 and 32il9, but did not requestto adjust
ratess. The annual reviews concluded the difference in the updated Boardman levelized
revenue requirement were tracked in the Boardman balancing account for future
collection from or refund to customers and did not warrant a rate change at the time.
Il. THE BOARDMAN LEVELTZEp REVENUE REQUTREMENT mECHANISiM
5. Order No. 34519 approved an incremental levelized revenue requirement
decrease of $38,922, for a total ldaho jurisdictional Boardman-related levelized revenue
requirement of $5,135,872. The $5.14 million levelized revenue requirement included (1)
all Boardman-related plant investments as of December 31, 2018, (2) projected additions
to the Boardman plant for 2019, and (3) estimated decommissioning and salvage costs.
ln addition, the Company refunded to customers $1.02 million associated with three one-
time revenue requirement adjustments.

6. Only one of the three components of the levelized revenue requirement
computation has changed since Order No. 34519 was issued, the revenue requirement
associated with incremental investments made after May 31, 2012, or when the
Boardman balancing accountwas established. Updating the Boardman levelized revenue
requirement results in an annual levelized revenue requirement of $5,131,466 on an
ldaho jurisdictional basis, or an annual decrease to the ldaho jurisdictional levelized
revenue requirement of $4,406. Exhibit No. 1 to the Direct Testimony of Company
witness, Mafthew T. Larkin, summarizes the changes to the levelized revenue
requirement on a system basis by component and presents the ldaho jurisdictional share
of each.
III. LEVELIZED REVENUE REOU QUANTIFICATION UPDATE
7. The ldaho jurisdictional Boardman-related levelized revenue requirement of
$5,135,872 approved with Order No. 34519, included approximately $750,000 associated
with new plant investments made from June 1,2012, through December 31 , 2018, and a
forecast of investments for 2019. Updating the levelized revenue requirement associated
with incremental investments to include actual plant investments made through June 30,
2020, results in an ldaho jurisdictional levelized revenue requirement of $749,O45, or a
decrease of approximately $4,400.
8. The Company's update to the levelized revenue requirement associated
with Boardman includes the $3,936,546 associated with existing investments, $749,O45
related to incremental investments, and $445,875 in decommissioning and salvage costs,
for a total levelized revenue requirement of $5,131,466 on an ldaho jurisdictional basis.
The total ldaho jurisdictional levelized revenue requirement of $5.13 million, less the
ldaho jurisdictional share of the existing revenue requirement of $5.14 million, results in
an incremental annual levelized revenue requirement of negative $4,406 on an ldaho
jurisdictional basis.

9. ln accordance with the Company's commitment in Case No. IPC-E-12-09,
ldaho Power is tracking: (1) deviations between existing levelized revenue requirement
calculations and updated levelized revenue requirement calculations and (2) the monthly
deviations between forecast revenue collection and actual revenue collection. An
updated levelized revenue requirement $4,406 lower than what the Company is currently
collecting from customers, means customers will have paid $4,406 per year more than
the updated levelized revenue requirement indicates the Company should have collected,
resulting in a true-up of $37,820. The tracking of the monthly deviation between forecast
revenue collection and actual revenue collection, a total under collection of $5,625, can
be found in Exhibit No. 2 to the Direct Testimony of Company witness, Matthew T. Larkin.
As discussed in Mr. Larkin's testimony, the Company is not requesting to include these
true-ups in rates at this time.
IV. PRUDENGE DETERMINATION
10. !n Case No. IPC-E-19-32, ldaho Power requested a prudence
determination on incremental Boardman investments, or those investments made at the
plant after June 1 ,2012, when the Boardman balancing account was established. The
Company's prudence request included actual Boardman investments through Deember
31,2018. The Commission issued Order No.34519 in the casedeferring a prudence
determination on the actual costs incurred since June 1 ,2012, until a later filing to allow
the Company additional time to document the costs were prudently incurred.
11. The Company has been required to make investments at Boardman during
the June 1,2012, through June 30, 2020, time period, and has been actively involved in
the capital spend decision making process at the plant, acknowledging that some
investments were required to ensure the plant remains operational in a safe, efficient and
reliable manner, including investments required to ensure environmental compliance.

related investments made during the June 1,2012, through June 30, 2020, time period.

V. RECOMMENDED RATEMAKING TREATMENT
12. The Company is proposing to remove the $5,135,872 in Boardman
levelized revenue requirement amounts from customer rates effective January 1,2021,
to reflect full depreciation of all Boardman investments. The Company has quantified the
Boardman annual levelized revenue requirement to reflect the most current balancing
account amounts. However, because the plant is still online, and recovery of Boardman-
related investments will continue through year-end, it is likely a final annual levelized
revenue requirement computation will be required to ensure customers pay no more or
no less than actual Boardman-related costs.
13. Order No. 34519 approved three additional revenue requirement
adjustments that resulted in a one-time refund to customers provided over the January 1,
2020, through December 31,202A, time period; therefore, the Company is proposing to
remove the $1,019,333 credit from customer rates. ln addition, ldaho Power has inctuded
an adjustmentof $213,918to reflectthe U.S. Tax Cuts and JobsActof 2017 benefitsthat
will no longer exist upon cessation of Boardman operations.
14. The removalof $5,135,872 in the levelized Boardman revenue requirement,
less the expiration of the one-time credit of $1,019,333, less the adjustment of $213,918
to reflect in the levelized Boardman revenue requirement income tax expense amounts
resulting from the Tax Act, results in a total decrease to customer rates of $3,902,622
effective January 1, 2021.

15. The Company proposes to allocate the decrease related to the Boardman
balancing account using the jurisdictional separation study methodology consistent with
that utilized to determine the ldaho jurisdictional revenue requirement in Case No, !PC-
E-11-08. The Company requests that the approximately $3.90 million decrease
associated with Boardman levelized revenue requirement collections be applied to all
customer classes through a uniform percentiage decrease to all base rate components
except the service charge. The proposed change equates to an overall decrease of 0.33
percent. Attachment No. 1 to this Application shows a comparison of revenues from the
various tariff customers under ldaho Power's existing rates to the corresponding new
revenue levels resulting from the proposed Boardman levelized revenue requirement
update. Attachment No. 2 to this Application shows a comparison of revenues resulting
from the combined proposed Boardman levelized revenue requirement update and
revisions to the Energy Efficiency Rider filed concurrently in Case No. IPC-E-20-33.
VI. PROPOSED TARIFF
16. Attachment No. 3 to this Application is a copy of ldaho Powe/s proposed
IPUC No. 29, Tariff No. 101, in both clean and legislative formats, which contiains the tariff
sheets specifying the proposed rates for providing retail electric service to its customers
in the state of ldaho following the decrease to remove Boardman levelized revenue
requirement amounts for January 1,2021, through December 31,2A21.

17. ldaho Power believes that a hearing is not necessary to consider the
proposed rate decrease and issues presented herein, and respectfully requests that this
Application be processed under Modified Procedure; i.e., by written submissions rather
than by hearing. RP 201 , ef seg. lf, however, the Commission determines that a technical

hearing is required, the Company stands ready to present its testimony and support the
Application in such hearing.
VIII. COiIMUNICATIONS AND SERVICE OF PLEADINGS
18. ln conformance with RP 125, this Application will be brought to the
attention of ldaho Power's customers by means of a press release to media in the
Company's service area, and a customer notice distributed in customers' bills, both of
which accompany this filing. The customer notice will be distributed over the cource of
the company's billing cycles, with the last notice being sent by october 12,2020.
19. Upon filing of this Application, the web graphic on ldaho Porrve/s rrtrebsite
will link directly to the Boardman rate adjustment press release and bill insert that
accompany this Application. ldaho Power will also make its Application available for
public review upon request with safety accommodations even though its offices
throughout southern ldaho are temporarily closed to the general public during the COVID-
19 public health emergency. ldaho Power asserts that this notice procedure satisfies the
Rules of Procedure of this Commission; however, the Company will, in the alternative,
bring the Application to the attention of its affected customers through any other means
directed by the Commission.

RESIDENTIAL SPACE HEATING
All space heating equipment to be served by the Company's system shall be single-phaseequipment approved by Undennrriters' Laboratories, lnc., and the eluipment and its install;tiori shallconform to all National, state and Municipal codes and to the following: '
lndividual resjstance-type units for-space healing larger than 1,650 watts shall be designed tooperate al 240 or 208 volts, and no single unit shall be lafier than 6 kW. 7. !f the Company is required by the Commission to institute curtailment of deliveries of
electricity to its customers, the Company may require the Customerto curtail its consumption of electricity
in the same manner and to the same degree as other Customers on the Company's standard service
schedules.
8. The Customer shall grant to the Company all access to all Company equipment and
facilities including adequate and continuing access rights to the property of the Customerforthe purpose
of installation, operation, maintenance, replacement, or any other service required of said equipment as
well as all necessary access for inspection, switching, and any other operational requirements of the
Customer's lnterconnections Facilities.

FACILITIES BEYOND THE POINT OF DEL]VERY
At the Customeds request and at the option of the Company, transformers and other facilities
installed beyond the Point of Delivery to provide Primary or Transmission Service may be owned,
operated, and maintained by the Company in consideration of the Customer paying a Facilities Charge
to the Company. This service is provided under the provisions set forth in Rule M, Facilities Charge
Service.
POWER FACTOR ADJUSTMENT
Where the Customer's Power Factor is less than 90 percent, as determined by measurement
under ac'tual load conditions, the Company may adjust the kW measured to determine the Billing Demand
by multiplying the measured klA/ by 90 percent and dividing by the actual Power Factor.
TEMPORARY SUSPENSION
When a Customer has properly invoked Rule G, Temporarv Suspension of Demand, the Basic
Load Capacity, the Billing Demand, and the On-Peak Bilting Demand shall be prorated based on the
period of such suspension in accordance with Rule G. In the event the Custome/s metered demand is
less than 1,000 kW during the period of such suspension, the Basic Load Capacity and Billing Demand
will be set equal to 1,000 kW for purposes of determining the Customels Monthly Charge.

TRAFFIC CONTROL SIGNAL
LIGHTING SERVICE
APPLICABILITY
Service under this schedule is applicable to Elec'tric Service required for the operation of traffic
control signal lights within the State of ldaho. Trafiic control signal lamps are mounted on posts or
standards by means of brackets, mast arms, or cable.
CHARACTER OF SERVICE
The traffic control signal fixtures, including posts or standards, brackets, mast arm, cable,
lamps, control mechanisms, fixtures, service cable, and conduit to the point of, and with suitable
terminals for, connection to the Company's underground or overhead distribution system, are installed,
owned, maintained and operated by the Customer, Service is limited to the supply of energy only for
the operation of traffic control s(7nal lights.
The installation of a meter to record actual energy consumption is required for al! new traflic
control signal lighting systems installed on or after June '1, 2004. For traffic control signal lighting
systems installed prior to June 1 , 2004 a meter may be installed to record actual usage upon the
mutual consent of the Customer and the Company.
MONTHLY CHARGE
The monthly kWh of energy usage shalt be either the amount estimated by the Company based
on the number and size of lamps burning simultaneously in each signal and the average number of
hours per day the signal is operated, or the actual meter reading as applicable. The Monthly Charge
shall be computed at the following rate, and may also include charges as set forth in Schedule 55
(Power Cost Adjustment), Schedule 91 (Energy Efficiency Rider), and Schedule 95 (Adjustment for
Municipal Franchise Fees).

All space heating equipment to be served by the Company's system shall be single-phase
equipment approved by-Undennrriters' Laboratories, tnc., and the equipment and its installation shall
conform to all National, State and Municipal Codes and to the following:
lndividua! resistance-type units for space heating larger than 1,650 watts shall be designed to
operate at 24O or 208 volts, and no single unit shall be larger than 6 kW. Heating units of 2 kW or
larger shall be controlled by approved thermostatic devices. When a gloup of heating units, with a total
ca[acity of more than 6 kl,V, is-to be actuated by a single thermostat, the controlling switch shal].be so
Aebign6a that not more than 6 kW can be switched on or off at any onetime. Supplemental resistance-
type-heaters, that may be used with a heat exchanger, shall comply with the specifications listed above

T. lf the Company is required by the Commission to institute curtailment of deliveries of
electricity to its customers, the Company may require the Customer to curtail its consumption of electricity
in the same manner and to the same degree as other Customers on the Company's standard service
schedules.
8. The Customer shall grant to the Company all access to all Company equipment and
facilities including adequate and contlnuing access rights to the property of the Customer for the purpose
of instaltation, oferation, maintenance, replacement, or any other service required of said equipment as
well as atl necessary acoess for inspection, switching, and any other operational requirements of the
Customer's lnterconnections Facilities.
g. The Customer shall notify the Company immediately if a Small On-Site Generation System
is permanently removed or disabled. Permanent removal or disablement for the purposes.of this
Schedule is any removal or disablement of a Small On-Site Generation System lasting longer than six
(6) months. Customers with permanently removed or disabled systems will be removed from service
under this schedule and placed on the appropriate standard service schedule.
SUMMER AND NON.SUMMER SEASONS
The summer season begins on June 1 of each year and ends on August 31 of each year. The non-
summer season begins on September 1 of each year and ends on May 31 of each year.

POWER FACTOR ADJUSTMENT

ln the event a Customer requests the Company install a shield on an LED fixture,
the Customer will be responsible for the material cost of the equipment, as well as the
design cost estimate which includes labor, time, and mileage costs for the alteration of

"C" - Customer-Owned. Customer-Maintained Svstem
The Custome/s lighting system, including posts or standards, fixtures, initial installation
of lamps and underground cables with suitable terminals for connection to the Company's
distribution system, is installed, owned, and maintained by the Customer. The Customer is
responsible for notifying the Company of any changes or additions to the lighting equipment or
loads being served under Option C - Non-Metered Service. Failure to notify the Company of
such changes or additions will result in the termination of non-metered service under Option C
and the requirement that service be provided under Option C - Metered Service.

Al! new Customer-owned lighting systems installed outside of Subdivisions on or after
January 1,2012 are required to be metered in order to record actual energy usage.
Customer-owned systems installed prior to June 1 ,zAo{ that are construc{ed, operated,
or modified in such a way as to allow for the potential or actual variation in energy usage may
have the estimated annual variations in energy usage charged the Non-Metered Service -
Energy Charge until the street lighting system is converted to Metered Service, or until the
potentialfor variations in energy usage has been eliminated, whichever is sooner.
Monthlv Charoes
The monthly charges are as follows, and may also include charges as set forth in

Schedule 95 (Adjustment for Municipal Franchise Fees). For normetered service, the
average monthly kWh of energy usage shall be estimated by the Gompany based on the
total wattage of the Customefs lighting system and 4,059 hours of operation.

TRAFFIC CONTROL SIGNAL
LIGHTING SERVICE
APPLICABILITY
Service under this schedule is applicable to Electric Service required for the operation of traffic
control signal lights within the State of Idaho. Trafric control signal lamps are mounted on posts or
standards by means of brackets, mast arms, or cable.
CFIARACTE:R OF SERVICE
The traffic control signal fixtures, including posts or standards, brackets, mast arm, cable,
lamps, control mechanisms, fixtures, service cable, and conduit to the point of, and with suitable
terminals for, connection to the Company's underground or overhead distribution system, are installed,
owned, maintained and operated by the Customer. Service is limited to the supply of energy only for
the operation of traffic control signal lights.
The installation of a meter to record actual energy consumption is required for all new traffic
control signal lighting systems installed on or after June 1, 2004. For traffic control signal lighting
systems installed prior to June 1, 2AO4 a meter may be installed to record actual usage upon the
mutual consent of the Customer and the Company.
MONTHLY CHARGE
The monthly kWh of energy usage shall be either the amount estimated by the Company based
on the number and size of lamps burning simultianeously in each signal and the average number of
hours per day the signal is operated, or the actual meter reading as applicable. The Monthly Charge
shall be computed at the following rate, and may also include charges as set forth in Schedule 55
(Power Cost Adjustment), Schedule 91 (Energy Efficiency Rider), and Schedule 95 (Adjustment for
Municipal Franchise Fees).
