HomeMy WebLinkAbout20201020Notice_of_Modified_Procedure_Order_No_34817.pdfNOTICE OF MODIFIED PROCEDURE ORDER NO. 34817 1 Office of the Secretary Service Date October 20, 2020 BEFORE THE IDAHO PUBLIC UTILITIES COMMISSION On July 20, 2020, Idaho Power Company (“Idaho Power” or “Company”) applied for authority to establish tariff Schedule 68, Interconnections to Customer Distributed Energy Resources (“Schedule 68”). The Company’s filing responds to Commission orders in Case No. IPC-E-17-13, which directed the Company to file proposed smart inverter requirements with the Commission within 60 days of the final adoption of Institute of Electrical and Electronics Engineers (“IEEE”) standards 1547 and 1547.1, and to study implementation of a non-export option. Order Nos. 34046 at 31, 34147 at 16. On August 27, 2020, the Commission issued a Notice of Application and Notice of Intervention Deadline. Order No. 34763. Idaho Conservation League, Idaho Sierra Club, and Idaho Clean Energy Association timely intervened. Following the intervention deadline, Staff informally conferred with the parties regarding a procedure and schedule for the case. Now, the Commission issues this Notice of Modified Procedure establishing a comment deadline of January 13, 2021, and a reply comment deadline of February 3, 2021. NOTICE OF MODIFIED PROCEDURE YOU ARE HEREBY NOTIFIED that the Commission has determined that the public interest may not require a formal hearing in this matter, and that it will proceed under Modified Procedure pursuant to Rules 201 through 204 of the Commission's Rules of Procedure, IDAPA 31.01.01.201 through .204. The Commission notes that Modified Procedure and written comments have proven to be an effective means for obtaining public input and participation. YOU ARE FURTHER NOTIFIED that anyone desiring to state a position on this Application must file a written comment in support or opposition with the Commission by January 13, 2021. The written comment must contain a statement of reasons supporting it. Persons desiring a hearing must specifically request a hearing in their written comments. YOU ARE FURTHER NOTIFIED that if no written comments or protests are received within the time limit set, the Commission will consider this matter on its merits and enter its Order without a formal hearing. If written comments are received within the time limit set, the Commission will consider them and, in its discretion, may set the same for a formal hearing. O R D E R IT IS HEREBY ORDERED that Idaho Power’s Application be processed by Modified Procedure, Rule 201-204 (IDAPA 31.01.01.201-.204). Persons interested in submitting written NOTICE OF MODIFIED PROCEDURE ORDER NO. 34817 3 comments must do so by January 13, 2021. Idaho Power must file any reply comments by February 3, 2021. During the reply period, discovery responses must be filed within 14 days of the request. IT IS FURTHER ORDERED that parties should continue to comply with Order No. 34781, issued September 17, 2020. All pleadings should be filed with the Commission electronically and shall be deemed timely filed when received by the Commission Secretary. See Rule 14.02. Service between parties should also be accomplished electronically. Voluminous discovery-related documents may be filed and served on CD-ROM or a USB flash drive.
