BEFORE THE IDAHO PUBLIC UTILITIES COMMISSION
On July 20, 2020, Idaho Power Company (“Idaho Power” or “Company”) applied for
authority to establish tariff Schedule 68, Interconnections to Customer Distributed Energy
Resources (“Schedule 68”). The Company’s filing responds to Commission orders in Case No.
IPC-E-17-13, which directed the Company to: (1) file proposed tariff language requiring on-site
generation customers to install smart inverters that comply with standards 1547 and 1547.1 of the
Institute of Electrical and Electronics Engineers (“IEEE”) within 60 days after the IEEE adopts
1547.1, and (2) study implementation of a non-export option. Order Nos. 34046 at 31, 34147 at
16.
The Commission now issues this Notice of Application and Notice of Intervention
Deadline setting a deadline for interested persons to intervene and obtain all rights of a party to
the case. As noted below, interested persons do not have to become parties to this case to comment
on the Company’s Application.

YOU ARE HEREBY NOTIFIED that the IEEE published Standard 1547.1—
Conformance Test Procedures for Equipment Interconnecting Distributed Energy Resources with
Electric Power Systems and Associated Interfaces— on May 21, 2020.
YOU ARE FURTHER NOTIFIED that the Company proposes to remove all
interconnection requirements applicable to retail customers from Schedule 72 and move the
requirements to the new Schedule 68. Application at 2. Interconnection requirements specific to
Schedule 6, Residential Service On-Site Generation, Schedule 8, Small General Service On-Site
Generation, and Schedule 84, Customer Energy Production Net Metering Service, that are
currently found in Schedule 72 would be moved to Schedule 68 under the Company’s proposal.

YOU ARE FURTHER NOTIFIED that the proposed Schedule 68 contains terms
designed to incorporate smart inverters consistent with the adopted IEEE standards. Id.
YOU ARE FURTHER NOTIFIED that the proposed Schedule 68 contains terms for
the interconnection of non-export customer-generators. Id.
YOU ARE FURTHER NOTIFIED that the proposed Schedule 68 also would clarify
current interconnection requirements. Id.
YOU ARE FURTHER NOTIFIED that the Company filed a Supplemental Application
on August 13, 2020 that identified additional references to the current Schedule 72, which have
been updated to reference Schedule 68. Revised proposed red-lined and clean tariffs for Schedule
6, 8, and 84 are attached to the Supplemental Application. Supplemental Application at 2.
YOU ARE FURTHER NOTIFIED that the Application is available for public
inspection during regular business hours at the Commission’s office. These documents are also
available on the Commission’s web site at www.puc.idaho.gov. Click on the “Electric” icon, then
select “Open Cases” and click on the case number as shown on the front of this document.
YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held
pursuant to the Commission’s jurisdiction under Title 61 of the Idaho Code and specifically Idaho
Code §§ 61-502 and 61-503.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be conducted
pursuant to the Commission’s Rules of Procedure, IDAPA 31.01.01.000 et seq.

YOU ARE FURTHER NOTIFIED that persons who wish to intervene in this matter to
obtain the rights of party (e.g., to file formal discovery, or present evidence or cross-examine
witnesses at a hearing) must file a Petition to Intervene with the Commission under the
Commission’s Rules of Procedure 72 and 73, IDAPA 31.01.01.072 and .073. Persons who wish
to intervene as a party must file a Petition to Intervene within 21 days of the service date of
this order. Such persons shall also provide the Commission Secretary with their electronic mail
address to facilitate further communications.
YOU ARE FURTHER NOTIFIED that persons who would like to present their views
without parties’ rights of participation and cross-examination are not required to intervene but may
present their views by submitting written comments to the Commission.

YOU ARE FURTHER NOTIFIED that the Commission Secretary shall issue a Notice
of Parties after the deadline for intervention has passed. The Notice of Parties shall assign exhibit
numbers to each party in this proceeding.
YOU ARE FURTHER NOTIFIED that once the Notice of Parties is issued,
Commission Staff will informally confer with the parties to discuss a schedule to process this case
and other issues as raised by the parties.
O R D E R
IT IS HEREBY ORDERED that persons desiring to intervene in this case for the
purpose of obtaining parties’ rights of participation must file a Petition to Intervene with the
Commission, pursuant to Rules 72 and 73, IDAPA 31.01.72-.73, within 21 days of the service date
of this order.
IT IS FURTHER ORDERED that, after the Secretary issues a Notice of Parties, Staff
will informally confer with the parties about scheduling.
IT IS FURTHER ORDERED that parties continue to comply with Order No. 34602,
issued March 17, 2020. All pleadings should be filed with the Commission electronically and shall
be deemed timely filed when received by the Commission Secretary. See Rule 14.02. Service
between parties should also be accomplished electronically. Voluminous discovery-related
documents may be filed and served on CD-ROM or a USB flash drive.
