Please wait to establish a cutoff date for solar owners to lock in the current net metering program until it has its new program in place. December 1, 2020 is toosoon. Please first conduct a “value of solar” study to determine new and fair export rates for customer-owned solar. Treat farmers who already own solar the same as residential solar-owners by allowing a 25-year legacy treatment. Lift the 100 kW/meter cap on solar installations and allow farmers to invest in solar systems that meet their farm’s full energyneeds. Witheach rate case, the Public Utility Commissioned asked Idaho Power Company to conduct a publicly open study to evaluate solar energy’s impact on the grid. This study has not becompleted, yet IPC continues to request open-ended changes to the current solar rate schedules. Idaho farmers find it difficult to invest in solar with significant uncertainties. Idaho Power should establish new and fairexport rates before closing the window on the current solar program. It is my understanding that, during peak July power usage, we need to buy power from the coal-fired Jim Bridgerplant in Wyoming. This could be further ameliorated by favorable and predictable treatment of Idaho farmers' power. I have attended several of their Annual Conferences and followed the advance of the science and technology closely. I have been a farmer all my life. Photovoltaic advance is projecting 80% efficiency in the near future from current 20-30%. Battery storage is also advancing rapidly. It is easily and intelligently envisioned that solar added onto rooftops and structures will become mandatory, so all land use planning and building codes will shift to accommodate it will be coming. Centralized utility generation and to some degree even transmission will change a great deal and diminish. Utilities will be required to integrate in a far more flexible way, so don't stiffen things us to compel rigidity in the relations between solar generation/customers and the utilities as Idaho Power. All attention should be given to making these relationships seamless, inclusive and flexible to a maximal degree, for the highest benefit to the whole society. It will not be simple, but with AI computing and Energetics Modeling, it is eminently solvable. The temptation to go to war with ourselves and favor one party over others, must be deliberately and strongly resisted. Renewables are the only efficacious path to the get beyond the industrial ancestor grave robbing carbon burning short path to our extinction. Get to it and stick to it or else. They want potential users after 1 December 2020 to wait for a new solar user plan and live with the uncertainty. This is patently backwards. Let things continue as they are, not putting this big ticket farm investment into limbo, until any new rules have been finalized. Keep the current clarity until a new clarity can be achieved.
