I am the owner of several solar energy companies in Idaho, one of which is a member ofthe Idaho Clean Energy Association, Inc. ("ICEA"). I have been an active member of ICEA's Board since January 2013 and started the solar task force in February 2015. 2. I am currently the President of ICEA. In that capacity, I attended and participated in the settlement conferences and associated activities in this case. 3. ICEA is a 501(c)(3) non-profit organization dedicated to, among other things, providing a collaborative forum for Idaho's diverse renewable energy and energy efficiency business community and to pursuing other objectives related to the advancement of clean energy in Idaho. Members of ICEA include businesses, such as solar installers, engaged in the business AFFrDAvrr oF KEV|N KING lN SuppoRT oF ICEA'S IGeuEsT FoR INTERVENoR FTTNDTNG - I ) ) ) SS ofselling, installing, servicing, and undertaking other activities related to renewable energy and on-slte generation. 4. In total, ICEA is requesting rec overy of $22,776 in intervenor funding. To fully participate in this proceeding, ICEA retained Preston Carter with Givens Pursley LLP. 5. This proceeding proved to be time-consuming, with eight settlement conferences, significant time to coordinate and discuss positions, legal briefing, and many complicated issues. 6. ICEA worked with Givens Pursley to limit the expenses incurred, and I understand that Preston has reduced his rate, written offsignificant amounts of time, and performed work at no charge in light ofthe time required for this case and in consideration for ICEA's limited resources. 7. This was not the only case that required ICEA's participation and attention. ICEA also participated in IPC-E-18-16, which presents issues that overlap with this case; IPC-E-19-15, which presents issues that overlap with this case; and PAC-19-08, Rocky Mountain Power's case involving onsite generation. Participating in all these cases at the same time only increased the strain on ICEA's resources. 8. ICEA is a nonprofit that relies solely on donations from its members. At this time, the size of the industry that ICEA represents is small relative to the funds required to retain legal representation in complex cases such as these. 9. lf ICEA is not able to obtain intervenor funding, it will not be able to continue to retain legal counsel to participate in cases such as this. 10.
