("lCEA") submits the following comments in support of the settlement agreement filed with the Commission on October l l, 2019 ("Settlement Agreement"). ICEA is a nonprofit organization dedicated to the advancement ofrenewable energy, energy efficiency, and associated technologies in the State of Idaho. ICEA members include companies that sell rooftop solar installations and related equipment to Idaho consumers. As such, ICEA and its members have been keenly interested in the outcome ofthis and other related dockets. ICEA fully participated in the eight settlement conferences that took place in this case, as well as the extensive communication and other work that took place between the conferences. As the Commission has acknowledged, this case involved a large number of difficult issues, and a ICEA's CoMMENTS IN SUPI,ORT oF SETTLEMENT AGREEMENT - I ORIGINAL Attorneys for Idaho Clean Energt As.rociation wide range of parties with diflerent interests. As with any settlement, the Settlement Agreement in this case incorporates some positions that ICEA does not agree with. However, on the whole, ICEA submits that the Settlement Agreement reflects a reasonable resolution of the difficult issues presented by this case. ICEA also recognizes that the settlement process provided the ability for parties to reach creative compromise solutions that are not always available in a contested hearing. This Settlement Agreement contains such terms. ICEA respectfully requests that the Commission recognize the long and sometimes difficult settlement process that the parties engaged in, the creative compromise solutions that were reached, and that the Commission approve the Settlement Agreement. ICEA particularly appreciates the Commission's willingness to address existing customers in a separate process.
