BOISE CITY'S COMMENTS IN
SUPPORT OF THE
SETTLEMENT AGREEMENT
COMES NOW, the city of Boise City, herein referred to as "Boise City" and pursuant to
Rules 202 and 203 of the Rules of Procedure of the Idaho Public Utility Commission (IDAPA
31.01.01.202; 31.01.01.203) and, pursuant to that Notice of Motion to Approve Settlement
Agreement, Notice of Briefing, and Notice of Schedule, Order No. 34460, filed on October 17,
2019, hereby submits its comments in support of the Settlement Agreement as follows:
I . Boise City has a direct and substantial interest in the outcome of this proceeding as
both the representative of the citizens of Boise City and as a net metering customer at its own

Boise City facilities. In addition, Boise City intends to rely on renewable resources including on-
site generation to meet its 100% clean electricity goals.
2. Boise City intervened in this docket and has actively participated in the settlement
process which included eight (8) settlement conferences, in-depth discussions outside of settlement
conferences, numerous settlement proposals, and other efforts. This proceeding involved complex
issues and required extensive time and resources.
3. The Settlernent Agreement reflects the parties' efforts to reach a resolution that
outlines agreeable compromises which support an acceptable outcome to the issues presented.
There are terms and conditions within the Settlement Agreement that do not reflect Boise City's
position on certain issues, but which Boise City believes allow for the overall resolution of this
docket in a manner which the parties can agree to.
4. Boise City appreciates the ability to have engaged in this modified settlement
procedure established by the Commission for this docket.
5. Boise City respectfully requests that the Commission approve the Settlement
Agreement as presented.
