2. As the Petitioner's electric service provider, ldaho Power has a direct and
substantial interest in this proceeding.
3. ldaho Power's participation in this matter could assist the Commission's
understanding of the issues presented by the electrical configuration of the Chinden
Office Complex.
4. ldaho Power will not unreasonably broaden the issues, burden the record,
or unreasonably delay the proceedings.
5. Because no other party can adequately represent ldaho Power's interests
