Pursuant to the Idaho Public Utilities Commission's ("Commission") Rules of
Procedure 53 and 71 through 73, Avista Corporation ('oAvista") hereby petitions to
intervene, and to appear and participate as aparty, in the above-captioned matter.
Idahydro, Shorock Hydro, Inc., J.R. Simplot Company, and Renewable Energy Coalition
(collectively, the ooPetitioners") initiated this proceeding by filing a Petition seeking "to
modify, amend, or stay existing orders or rules, and to clarify rights and obligations
implementing Section 210 of the Public Utilities Regulatory Policy Act of 1978
("PURPA") . . . ."' Specifically, Petitioners request that the Commission eliminate the
90/110 Performance Band from PURPA power purchase agreements ("PPAs") with small

hydropower, cogeneration, biomass, and baseload QFs.2 Petitioners also seek to modifu
Idaho Power Company's Schedule 72 operation and maintenance ("O&M") charges.3
In Order No. 34059, the Commission issued notice of the Petition and provided
notice that petitions to intervene in this docket are due no later than May 29,2018.
Avista respectfully petitions to intervene in the above-captioned docket.

2. Nature of Business
Avista is a corporation created and organized under the laws of the State of
Washinglon with its principal office in Spokane, Washington. Avista is an investor-
owned utility engaged in, among other things, the business of generating, transmitting,
and distributing electric power to wholesale and retail customers in Idaho and
Washington. Avista also provides natural gas service to customers in Idaho, Washington,
and Oregon. As such, Avista's rates, charges, services and practices are regulated, in
part, by this Commission.

4. Avista's Interest in this Proceeding
Avista is an electric utility in the State of Idaho that is required pursuant to the
terms of the Public Utility Regulatory Policies Act of 1978 ("PURPA") to purchase
power from qualifying facilities ("QFs"). Accordingly, Avista has a direct and
substantial interest in this proceeding and intends to participate herein as a party in this
proceeding. Avista respectfully requests that the Commission grant Avista's petition and
allow Avista to intervene as a party in the above-captioned proceeding.
5. Conclusion
For the forgoing reasons, Avista respectfully requests that the Commission grant
Avista's petition and allow Avista to intervene as a party in the above-captioned
proceeding.
