I am the expert witness who prepared and caused to be filed prefiled direct testimony and rebuttal testimony on behalf of the intervening parties the Snake River Alliance, a non-profit organization and the NW Energy Coalition, a non-profit organization (collectively, the "SRA Intervenors") ln the Matter of the Application of Idaho Power Company for Authority to EstablishNew Schedules for Residential and Small General Service Customers with On-Site Generation, Case No. IPC-E-I7-13. 2. In addition, I participated at the public hearing in Case No. IPC-E-I7-73 on March 8- 9,2018 in Boise, Idaho at the Idaho Public Utilities Commission. ) ) ) ss. AFFIDAVIT oF AMANDA M. LEVIN IN SUPPORT OF INTERVENOR FUNDING - 1 3. I have significant professional experience. In my current position at the NRDC, I focus on analysis and advocacy around carbon and energy polices, decarbonization strategies, energy efficiency, renewables integration, and wholesale market reform. I also serve as an expert for NRDC and partner organizations in front of state utility commissions, legislatures, and federal agencies. My research on electric restructuring, altemative utility business rnodel design, and industrial energy efficiency pro$am design has been published in a variety of academic press and journals. I also have served as a witness in front of the Washington Utilities and Transportation Commission and participated in utility proceedings in the states of Virginia, New Mexico, North Carolina, and Wisconsin. 4. My employer, the Natural Resources Defense Council ("NRDC"), agreed to have me testiff on behalf of the SRA Intervenors without charging an expert witness fee due to the NRDC suppoding the substance of the SRA Intervenors' positions in this case, the national public interest in cases such as these, and the limited resources of non-profit organizations like the SRA Intervenors. 5. However, the NRDC's costs of my participation in this matter have been billed to the SRA Intervenors and have been itemized on the attached Exhibit A, incolporated by reference herein. 6.
