COMMENTS
COMES NOW, the city of Boise City (the "City") as an Intervenor in this matter and
pursuant to theNotice of Modified Procedure and Notice of Comment Deadline issued on February
24,2017, in Order No.33722, and hereby files its comments related to this matter.
The City supports Idaho Power's Application filed on December 22,2016 which seeks to
decrease the collection percentage of the Energy Efficiency Rider by .25% (from 4Yo to 3 .7 5o/o of
base rate revenue), refund $13 million dollars on previously collected Rider funds, and eliminate
the annual transfer of $4 million dollars in Rider funds through the PCA.

Energy efficiency is a priority for the City. The City is a strong supporter of ensuring funds
are available to achieve innovative and cost effective energy efficiencyboth for the City's residents
and the City itself. The City understands Idaho Power's request to reduce the Rider percentage by
.25o/o as a means to ensure the successful, efficient continuance of the program. Upon examination,
the City believes 3.75% of the base rate revenue will be sufficient to support and fund energy
efficient initiatives for the immediate future.
The City prides itself on being a leader in energy effrciency and has taken advantage of
incentive programs focused on increasing energy efficiency. Such programs include the City's
Commercial Retrofit Program, Commercial New Construction Program, Residential Home
Improvement Program and Agriculture Irrigation Program for which the City received incentives
for installing more energy efficient equipment and components. The City also participated in the
ARRA/EECBG Project related to the Boise City Home Audit Project where it received federal
funding to manage a pilot residential energy efficiency home audit project. Other energy efficiency
initiatives the City has participated in include the Kilowatt Crack Down, the Wastewater Energy
Efficiency Cohort Program and the Idaho Design Lab Assistance.
The Energy Efficiency Rider helps further the City's goal of reducing energy use in
existing Citybuildings by 50% before the year 2030. The City also seeks to make new buildings
constructed by the City net zeroby the year 2030. Both of these goals are supported by the Energy
Efficiency Rider.
Idaho Power's Application appears to support the continued expansion and improvement
of energy programs. The proposed changes seek to provide an avenue to effectively continue
funding energy efficiency programs without resulting in unspent efficiency funds. The City
