HomeMy WebLinkAbout20191223Notice_of_Application_Order_No_34511.pdfOffice of the Secretary Service Date December 23,2019 BEFORE THE IDAHO PUBLIC UTILITIES COMMISSION IN THE MATTER OF IDAHO POWER'S )CASE NO.IPC-E-19-35 PETITION FOR APPROVAL OR DENIAL OF )AN ENERGY SALES AGREEMENT WITH )NOTICE OF APPLICATION LITTLE WOOD IRRIGATION DISTRICT )FOR THE SALE AND PURCHASE OF )NOTICE OF ELECTRIC ENERGY FROM THE LITTLE )MODIFIED PROCEDURE WOOD RIVER RESERVOIR HYDRO )PROJECT )ORDER NO.34511 On November 8,2019,Idaho Power Company ("Idaho Power"or "Company")filed an Application requesting consideration of an Energy Sales Agreement ("ESA"or "Agreement") with Little Wood IrrigationDistrict ("LittleWood")for energy generated by the Little Wood River Reservoir Hydro project ("Facility").The Facility is a 2.85 megawatt ("MW")nameplate capacity hydro facility near Carey,Idaho.The Facility is a qualifying facility ("QF")under the Public Utility Regulatory Policies Act of 1978.The Facility has a scheduled First Energy Date under the ESA of March 1,2020.The Company requests its Application be processed by Modified Procedure and the Commission make its determination before February 29,2020. The Commission now issues this Notice of Application and Notice of Modified Procedure setting comment and reply deadlines. NOTICE OF APPLICATION YOU ARE HEREBY NOTIFIED that under the proposed ESA,Little Wood would sell and Idaho Power would purchase electric energy generated by the Facility.The Facility is a 2.85 MW nameplate capacity hydro facility near Carey,Idaho. YOU ARE FURTHER NOTIFIED that the Company states the Agreement contains published non-seasonal,non-levelized hydro avoided cost rates for a 20-year term. YOU ARE FURTHER NOTIFIED that the ESA would replace an existing power sales agreement dated August 17,1984,which expires February 29,2020. YOU ARE FURTHER NOTIFIED that the Company requests the Commission declare all payments for purchases under the ESA be allowed as prudently incurred expenses for ratemaking purposes. YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held pursuant to the Commission's jurisdiction under Title 61 of the Idaho Code and specifically Idaho Code §§61-501,-502,and -503. YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be conducted pursuant to the Commission's Rules of Procedure,IDAPA 31.01.01.000 et seq. NOTICE OF MODIFIED PROCEDURE YOU ARE FURTHER NOTIFIED that the Commission has determined that the public interest may not require a formal hearing in this matter,and that it will proceed under Modified Procedure pursuant to Rules 201 through 204 of the Commission's Rules of Procedure,IDAPA 31.01.01.201 through .204.The Commission notes that Modified Procedure and written comments have proven to be an effective means for obtaining public input and participation.
