On October 21,2019,Idaho Power Company ("ldaho Power" or "Company") filed an
Application seeking Commission authorization for the Company's continued participation in the
Northwest Energy Efficiency Alliance ('NEEA') for 2020-2024 and confirmation that its
participalion be funded by the Idaho Energy Efficiency Rider ("Rider"). The Company requests
the Application be processed by Modified Procedure. Application al7 .
The Commission now issues this Notice of Application and Notice of Modified
Procedure setting comment and reply deadlines.
NOTICE OF APPLICATION
YOU ARE HEREBY NOl'lF'lED that in its Application, Idaho Power characterizes
NEEA as a non-profit organization whose purpose is to maximize energy eflciency in the
Northwest via the acceleration and adoption of energy-effioient products, services, and practices
through market transformation. ld. al l-2. Idaho Powcr statcs NEEA is funded by Northwest
utilities including Idaho Power, the Energy Trust of Oregon and the Bonneville Power
Administration. 1d. at 2.
YOU ARE FURTHER NOTIFIED that Idaho Power represents it began participating
in NEEA in 1997. Id. 1'he Company asserts from 1997-2018 NEEA has dclivered 1,740 average
megawatts ("aMW") o{'total regional cnergy savings, 582 aMW of which are Net Market Effects
energy savings. /d.r Idaho Power represents that during this period the Company's allocated
portion of NEEA's savings was 371,527 megawatt-hours or 42.41 aMW . Id. Besides these

savings, Idaho Power asserts by participating in NEEA it can leverage its market transformation
investment by building on NEEA's pooled resources, suppliers, market research and program
design in Washington, Oregon, Montana and ldaho. 1d. Idaho Power also asserts its participation
in NEEA enables it to influence the direction of NEEA's activities to bring direct benefit to its
customers. Id
YOU ARE FURTHER NOTIFIED that Idaho Power asserts NEEA's 2020-2024
Strategic and Business Plans ("Plan") have two strategic goals in the 202O-2O24 period:
(l) transformation - sustain a portfolio of initiatives and support functions that
enable more cost-effective efficiency to occur sooner, in larger amounts and/or at a
.lower cost than otherwise expected, and (2) operations - continuously improve
organizational culture and performance eflicacy, ensure accountability and
transparency, and strive for innovation in service to the benefit of all stakeholders.
/d. at 3. Idaho Power also states that related to i(s transformation goal, NEEA is pursuing market
development initiatives for Heat Pump Hot Water Heaters, Retail Product Portfolio, Super-
Efficient Dryers, Luminaire lrvel Lighting Controls, and Codes and Standards. 1d.
YOU ARE FURTHER NOTIFIED that the Company states NEEA'S Plan intends to
deliver 360-500 aMW of total regional energy savings by utilizing approximately S 159.4 million
invested by regional stakeholders. Id.at,4. Based on its customer counts and energy sales relative
to the region, ldaho Power states its funding share is approximately 9.2 percent or $14.7 million
during2020-2O24. Id.
YOU ARE FURTHER NOTIFIED the Company states that since 2002 the
Commission has authorized ldaho Power to recover the costs for Demand-Side Management
programs and NEEA participation from the Rider. /r/. at 3.
YOU ARE FURTHER NOTIFIED that Idaho Power asserts it must demonstrate its
customers benefited from its participation in NEEA before it can receive a Commission
determination that it prudently used its Rider funds. Id.at4. The Company alleges it has evaluated
the anticipated cost-effectiveness of NEEA's Plan and the Company's continued panicipation in
NEEA. Id. As a result, Idaho Power asserts it has negotiated safeguards in its 2020-2024 Funding
Agreement with NEEA to ensure the use of Rider funds for 2020-2024 is a prudent application of
customers' funds. 1d at 4-5; see n/so Attachment 3 to the Applicrttion.
YOU ARE FURTHER NOTIFIED that thc Application is available for public
inspection during regular business hours at the Commission's office. These documents are also

available on the Commission's web site at www.puc.idaho.gov. Click on the "File Room" tab at
the top of the page, then select "Electric Cases" and click on the casc number as shown on the front
of this document.
YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held
pursuant to the Conrmission's jurisdiction under Title 6 | of the Idaho Code and specifically ldoho
Code $$ 6l-502 and 6l-503.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be conducted
pursuant to the Commission's Rules of Procedure, IDAPA 3 I .01 .01 .000 et seq.
NOTICE OT MODIFIED PROCEDURE
YOU ARE FURTHER NOTIFIED that the Commission has determined that the public
interest may not require a formal hearing in this matter, and that it will proceed under Modified
Procedure pursuant to Rules 201 through 204 of the Commission's Rules of Procedure, IDAPA
3 1.01 .01 .201 through .204. The Commission notes that Modified Procedure and written comments
have proven to be an effective means for obtaining public input and panicipation.
YOU ARE FURTHER NOTIFIED that any person desiring to state a position on this
Application may file a written comment in support or opposition with the Commission by
December 18,2019. The written comment must contain a statement of reasons supporting it.
Persons desiring a hearing must specifically request a hearing in their written comments. Written
comments concerning this Application shall be mailed to the Commission and the Company at the
