NOTICE OF APPLICATION

On October 4, 2019,ldaho Power Company ("Idaho Power" or "Company") filed an
Application requesting consideration of an Energy Sales Agreement ("ESA" or "Agreement") with
David Snedigar for energy generated by the Snedigar Hydro project ("Facility"). The Facility is a
qualifying facility ("QF"') under the Public Utility Regulatory Policies Act of 1978.
The Commission now issues this Notice of Application and Notice of Modified
Procedure setting comment and reply deadlines.
NOTICE OF APPLICATION
YOU ARE HEREBY NOTIFIED that under the proposed ESA, Mr. Snedigar would
sell and Idaho Power would purchase electric energy generated by the Facility. The Facility is a
495 kW nameplate oapacity hydro facility near Bliss, ldaho.
YOU ARE FURTHER NOTIFIED that the Company states the Agreement contains
published non-seasonal, non-levelized hydro avoided cost rates fbr a 20-year term.
YOU ARE FURTHER NOTIFIED that the ESA would replace a power sales
agreement dated February 24, 1984, which expires December 31,2019.
YOU ARE FURTHER NOTIFIED that the Company requests the Application be
processed by Modilied Procedure and the Commission issue a final order befbre the expiration of
the current contract on December 31,2019. 1'he Company requests the Commission declare all
payments for purchases under the ESA be allowed as prudently incurred expenses lor ratemaking
purposes.
YOU ARE FURTHER NOTIFIED that the Application is available for public
inspection during regular business hours at the Commission's office. These documents are also

YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held
pursuant to the Commission's jurisdiction under Title 6l ofthe Idaho Code and specihcally lclaho

YOU ARE FURTHER NOTIFIED that all proccedings in this matter will be conductcd
pursuant to the Cornmission's Rules of Procedure, IDAPA 31.01.01 .000 et seq.
NOTICE OF MODIFIED PROCEDURE
YOU ARE FURl'HER NOTIFIED that the Commission has determincd that the public
interest may not require a formal hearing in this matter, and that it will proceed under Modified
Procedure pursuant to Rules 201 through 204 of the Commission's Rules of Procedure, [DAPA
31.01.01.201through.204. The Commission notes that Modified Procedure and written commcnts
have proven to be an effective means fbr obtaining public input and participation.
YOU ARE FURTIIER NO'fIFIED that any pcrson desiring to slate a position on this
Application may file a written comment in support or opposition with the Commission by
December 5,2019. The comment must contain a statement of rcasons supporting the comment.
Persons desiring a hearing must specifically request a hearing in their written comments. Written
comments conceming this Application shall be mailed to thc Commission and thc Company at the

Modified Procedure, Rule 201-204 (IDAPA 3 I .01 .01 .201-.204). Persons interested in submitting
writtcn comments must do so by December 5, 2019. The Company may file reply comments by
December 12,2019.
