HomeMy WebLinkAbout20190828final_order_no_34428.pdfOffice of the Secretary Service Date August 28,2019 BEFORE THE IDAHO PUBLIC UTILITIES COMMISSION IN THE MATTER OF THE APPLICATION )CASE NO.IPC-E-19-22 OF IDAHO POWER TO MODIFY )SCHEDULE 45,STANDBY SERVICE )ORDER NO.34428 On June 14,2019,the Company submitted Tariff Advice No.19-07 requesting modification to Schedule 45,Standby Service to expand the availability of standby service to Schedule 9,Large General Service customers who take service at the secondary service level ("9S customers").The Company requested an effective date of July 15,2019. At the Commission's July 9,2019 decision meeting,Commission Staff advised the Commission that the Idaho Conservation League had asked that the Tariff Advice be treated as an Application.The Commission then converted the Tariff Advice into an Application to be processed by Modified Procedure,suspended the proposed effective date,and established comment and reply comment deadlines.Order No.34377.Commission Staff filed the only comments,and supported the Application. Having reviewed the record,the Commission approves the Application and proposed Schedule 45 as filed,effective as of the service date of this Order.The Commission's decision is explained below. THE APPLICATION The Company states it calculated the rates for Standby Service for Schedule 9S customers according to the methodology approved by the Commission for Schedule 19P/T (primary/transmission)customers and Schedule 9P/T customers,with an adjustment for the inclusion of Langley Gulch in base rates,and an adjustment for the difference in rate design for Schedule 9S customers.The Company's proposed rates for Standby Service under Schedule 9S are:(1)a Standby Reservation Charge of $4.75/kW of Available Standby Capacity in the summer and $4.32/kW of Available Standby Capacity in the non-summer;and (2)a Standby Demand Charge of $7.20/kW of Standby BillingDemand in the summer and $5.90/kW of Standby Billing Demand in the non-summer. ORDER NO.34428 1 COMMENTS Commission Staff filed the only comments on the Application.Staff recommended approval of the modifications to Schedule 45 to include Schedule 9S customers,thereby allowing Schedule 9S customers the same opportunityto install on-site generation as similarly situated primary and transmission customers.Staff verified Idaho Power correctly applied the Commission-approved methodology from Idaho Power's last general rate case,and verified the adjustments used by the Company were appropriate and correctly applied.Staff stated that approving this modification would impact none of the other open cases examining net metering and related issues,specifically IPC-E-18-15,IPC-E-18-16,and IPC-E-19-15. COMMISSION FINDINGS AND DECISION The Commission has jurisdiction over this matter under Idaho Code §§61-502 and 61- 503.The Commission is empowered to investigate rates,charges,rules,regulations,practices, and contracts of public utilities and to determine whether they are just,reasonable,preferential, discriminatory,or in violation of any provision of law,and to fix the same by order.Idaho Code §§ 61-502 and 61-503.The Commission has reviewed the record and based on our review we find it reasonable to approve the Application because the service offering provides additional value for 9S customers and is calculated so it does not increase costs to other customers. ORDER IT IS HEREBY ORDERED that the Application is approved. IT IS FURTHER ORDERED that the substance of the Company's proposed Schedule 45,Standby Service,is approved as filed,effective as of the service date of this Order.The Company shall promptly file a conforming tariff reflecting the correct effective date. THIS IS A FINAL ORDER.Any person interested in this Order may petition for reconsideration within twenty-one (21)days of the service date of this Order with regard to any matter decided in this Order.Within seven (7)days after any person has petitioned for reconsideration,any other person may cross-petition for reconsideration.See Idaho Code §61- 626.
