On June 14,2019,the Company submitted Tariff Advice No.19-07,requesting
modification to Schedule 45,Standby Service ("Standby Service")to expand the availability of
Standby Service to Schedule 9 customers who take service at the secondary service level ("9S
customers").The Company requested an effective date of July 15,2019.
At the July 9,2019 Decision Meeting,Commission Staff presented a Decision
Memorandum noting that a public comment had been received requesting the Tariff Advice be
processed as an Application.Staff recommended the Commission process the Tariff Advice as an
Application through Modified Procedure.
Now,the Commission suspends the effective date,converts the Tariff Advice into an
Application to be processed by Modified Procedure,and establishes comment and reply comment
deadlines.
NOTICE OF APPLICATION
YOU ARE HEREBY NOTIFIED that the Company proposes to offer Standby Service
to 9S customers.
YOU ARE FURTHER NOTIFIED that the Company states it calculated the rates for
Standby Service for 9S customers according to the methodology approved by the Commission for
19P/T customers and 9 P/T customers,with an adjustment for the difference in rate design for 9S
customers.If the Application is approved,customers taking service under Schedule 9 would be
charged as follows for secondary service:(1)a Standby Reservation Charge of $4.75/kW of

Available Standby Capacity in the summer,and $4.32/kW of Available Standby Capacity in the
non-summer;and (2)a Standby Demand Charge of $7.20/kW of Standby BillingDemand in the
summer,and $5.90/kW of Standby Billing Demand in the non-summer.
YOU ARE FURTHER NOTIFIED that the Application is available for public
inspection during regular business hours at the Commission's office.These documents are also
available on the Commission's web site at www.p_uc.idaho.gov.Click on the "File Room"tab at
the top of the page,then select "Electric Cases"and click on the case number as shown on the
front of this document.
YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held
pursuant to the Commission's jurisdictionunder Title 61 of the Idaho Code and specifically Idaho
Code §§61-502 and 61-503.The Commission may enter any final Order consistent with its
authorityunder Title 61.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be conducted
pursuant to the Commission's Rules of Procedure,IDAPA 31.01.01.000 et seq.
NOTICE OF SUSPENSION OF PROPOSED EFFECTIVE DATE
YOU ARE FURTHER NOTIFIED that,given the public interest in having adequate
time to comment on this case,the Commission finds it appropriate to suspend the Company's
proposed effective date of July 15,2019,for a period of 30 days plus 5 months,unless the
Commission issues an earlier Order accepting,rejecting,or modifyingthe Company's Application.
See Idaho Code §61-622(4).
NOTICE OF MODIFIED PROCEDURE
YOU ARE FURTHER NOTIFIED that the Commission has determined that the public
interest may not require a formal hearing in this matter,and that it will proceed under Modified
Procedure pursuant to Rules 201 through 204 of the Commission's Rules of Procedure,IDAPA
31.01.01.201through .204.The Commission notes that Modified Procedure and written comments
have proven to be an effective means for obtaining public input and participation.
YOU ARE FURTHER NOTIFIED that any person desiring to state a position on this
Application may file a written comment in support or opposition with the Commission by no
later than August 5,2019.The comment must contain a statement of reasons supporting the
comment.Persons desiring a hearing must specifically request a hearing in their written comments.

Commission will consider them and,in its discretion,may set the same for formal hearing.
ORDER
IT IS HEREBY ORDERED that the Company's proposed July 15,2019 effective date
is suspended for a period of 30 days plus 5 months,unless the Commission issues an earlier Order
accepting,rejecting,or modifying the Application.See Idaho Code §61-622(4).
IT IS FURTHER ORDERED that the Application of the Company be processed by
Modified Procedure,Rule 201-204 (IDAPA 31.01.01.201-.204).Persons interested in submitting
