HomeMy WebLinkAbout20190813notice_of_application_order_no_34411.pdfOffice of the Secretary Service Date August 13,2019 BEFORE THE IDAHO PUBLIC UTILITIES COMMISSION IN THE MATTER OF THE APPLICATION )CASE NO.IPC-E-19-20 OF IDAHO POWER FOR APPROVAL OF )THE CAPACITY DEFICIENCY TO BE )NOTICE OF APPLICATION UTILIZED FOR AVOIDED COST ) CALCULATIONS )ORDER NO.34411 On June 28,2019,Idaho Power Company ("Company")filed an Applicationrequesting the Commission approve a first capacity deficit date of July 2029 to be used in avoided cost calculations under the Public Utility Regulatory Policies Act of 1978 ("PURPA"). The Company subsequently filed a letter in IPC-E-19-19 stating that the Company would need to revisit the accuracy of the Company's 2019 IntegratedResource Plan ("IRP").The Company estimated that it could complete,review,and file its updated analysis by October 31, 2019. Because the IRP is relevant to the calculation of avoided costs,Commission Staff recommended the Commission wait until the Company filed its supplemental analysis on the 2019 IRP before determining procedure and setting deadlines in this case. The Commission now issues this Notice of Application.The Commission will issue a Notice establishing procedure and deadlines followingthe Company's submittal of its updated 2019 IRP analysis. NOTICE OF APPLICATION YOU ARE HEREBY NOTIFIED that under PURPA,the Commission has established a surrogate avoided resource ("SAR")methodology and an IRP methodology to calculate avoided cost rates for qualifying facilities ("QFs").Under both methodologies,a QF receives capacity payments only after the applicable capacity deficit date is reached.Order Nos.32697,33159. YOU ARE FURTHER NOTIFIED that the capacity deficit date is determined through the IRP planning process and is submitted to the Commission in a proceeding separate from the IRP docket.The capacity deficit date determined in the IRP process is presumed to be correct,but must be approvedby the Commission.Order No.32697. YOU ARE FURTHER NOTIFIED that in the 2019 IRP,the Company used AURORA, a long-term capacity expansion software,to develop resource portfolios for 24 future scenarios. The scenarios are based on three natural gas forecasts and four possible carbon emission adders NOTICE OF APPLICATION ORDER NO.34411 1 that alternativelyassume the Boardman to Hemingway transmission line project ("B2H")would come online in 2026 or not come online at all. YOU ARE FURTHER NOTIFIED that in its July 19,2019 letter,the Company stated that after it filed its 2019 IRP,it discovered it would need to perform supplementalanalysis related to the IRP's capacity expansion modeling approach.The Company estimated that it could complete,review,and files its updated analysis by October 31,2019. YOU ARE FURTHER NOTIFIED that the Application is available for public inspection during regular business hours at the Commission's office.These documents are also available on the Commission's web site at www.puc.idaho.gov.Click on the "File Room"tab at the top of the page,then select "Electric Cases"and click on the case number as shown on the front of this document. YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held pursuant to the Commission's jurisdiction under Title 61 of the Idaho Code and specifically Idaho Code §§61-502 and 61-503. YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be conducted pursuant to the Commission's Rules of Procedure,IDAPA 31.01.01.000 et seq.
