As an Idahoan/resident on the planet, it is so important to reduce all our emissions. Idaho Power can achieve much
by reaching their goal ASAP by making FAIR opportunities for all to go solar. We have invested in them on our
home but it is quite an individual financial endeavor so I know what it takes to do. I believe it is inevitable that we
all convert to clean energy.

Dear R. Idaho PUC,
This issue is paramount to anyone who cares about our future and the role of clean energy in reducing greenhouse
emissions. We don?t have until 2035 or 2040 to get to zero emission energy. We need to enlist the support of private
citizens and household solar to get there as soon as possible. Companies that enjoy the benefit of a publicly enabled
monopoly, such as Idaho Power, need to be proactive in this endeavor. They should be subsidizing rooftop solar for
homes and businesses, including agriculture, and using this excess production to meet more aggressive targets for
zero emission energy production.
Unless we make substantive progress soon, the snowfall upon which hydroelectric production depends is at risk.

Dear R. Idaho PUC,
I represent Blue Lightning llc. As a business we were positioned to hire 2 employees including a master electrician
level job as early as 2016. Idaho Power and the state has reliably placed severe speed bumps since our inception in
2010. These have taken the form of:
1. Net-metering restrictions, multiple instances over the past decade
2. 2016: Solar specific code changes enforced the same month they were enacted in code with no customary delay to
allow industry adjustment.
3. Unique in the entire us: restrictions on Low voltage and journeyman training options
4. Licensing and insurance requirements that the Idaho insurance industry does not offer.
5. City and local resistance to solar installations at the permitting level.
6. Limited or no access to required certifications: 10 hour or 30 hour OSHA card
7. No conversion of military experience to civilian certifications
It is time to reverse this trend. Remove industry restrictions arbitrarily placed by Idaho Power and the PUC.

Dear Commissioners,
The Portneuf Resource Council (PRC) is a southeast Idaho chapter of the non-profit Idaho Organization of Resource
Councils (PRC). One of PRC’s missions is to promote the adoption of clean energy in Idaho. We coordinated the
successful Solarize Pocatello Campaign in 2019 that resulted in more than 80 homes installing residential solar and
added ~650 kW of new clean power to the grid. We have weighed in on Idaho Power’s previous petitions to the IPUC
regarding net metering compensation. PRC is pleased with legacy rates for net metering compensation being granted to
existing residential, Ag and commercial Idaho Power customers and applaud the decision of the IPUC to require Idaho
Power to complete an evaluation study of customer generated power prior to making further net metering rate change
requests. These decisions show a commitment to clean energy in Idaho.
PRC asks the IPUC to continue to facilitate and accelerate clean energy goals in Idaho. It is well documented that clean
and renewable energy is more cost effective than coal, nuclear, and natural gas for power generation. Achieving Idaho
Power’s objective of 100% clean energy will benefit the economic well-being of Idaho Power and bolster Idaho’s
economy with new, well-paying jobs in the clean energy sector. With the adoption of carbon-free fuels for power
generation, Idaho will be part of the solution to catastrophic climate change. This is a win-win scenario for all.
With respect to IPC-E-19-19, PRC requests the IPUC to direct Idaho Power to:
•Accelerate the transition to clean energy and significantly pull in their 2045 goal to 2035. This should include
exiting coal and natural gas power plants earlier than originally planned.
•Invest in clean energy projects in Idaho that bring new, well-paying jobs to the region.
•Reject the use of natural gas power plants as an interim step towards the Idaho Power’s clean energy objectives.
•Continue to support Idaho citizens, businesses, and communities right to customer generated power.
•Facilitate the many and growing number of communities and municipalities in Idaho making clean energy
commitments. (The cities of Boise, Pocatello, and Hailey have passed clean energy resolutions and many other
Idaho cities are working on similar commitments).
•Consider funding Community Solar projects in Idaho that help address environmental and social justice issues
including the nearer term availability of clean affordable energy to Idaho families of low and middle income.

I support Idaho Power's move toward 100% Clean Energy in its latest Integrated Resource Plan. I hope the PUC
will urge Idaho Power to 1) Speed up its plan to achieve 100% clean energy, including earlier exits from its coal
plants and gas plants; 2) Invest in local clean energy projects (NOT new gas plants) that benefit Idaho?s economy;
and 3) Give customers and communities a fair chance to own their own solar energy systems.

Dear R. Idaho PUC,
I feel that if individuals, communities, states, nations and of course businesses do not act soon, we will reach a
tipping point that will be irreversible for the planet to maintain life as we know it. It is time for Idaho power to
develop a fair practice that allows individuals to own affordable solar power and for Idaho power to make a profit.
Those should not be mutually exclusive.

Dear R. Idaho PUC,
We can debate, if we must, the cause of global warming, but we cannot debate its existence. We an are in an era
where the average American produces 16 tons of Carbon per year. 16 tons of Carbon per year. To put that in
perspective,my family installed solar panels that have saved 54 tons of Carbon over 36 months of production. That
was a personal choice, but clearly it?s made an enormous difference. Why in an era where we refuse to wear masks
as a matter of personal choice for personal gain would we ever entertain a policy that eliminates a personal choice
for the gain of society, as well as our world and our children. Solar power means no extra cost to our power
producers and less cost to power distributors. That would be a ludicrous and illogical policy at best, and nefarious
and vile policy at its worst. We can do better.
