I am an Idaho Power customer and I support clean energy because there is no Planet B. This is
the only earth we have and if climate change destroys this beautiful planet, we have fossil fuelto blame. Please take the long view and save this earth before it is too late for your children
and grandchildren.

Dear Idaho Public Utilities Commission:
I am a residential customer who invested in rooftop solar. I was very expensive but it is the
right thing to do. All of us need to work as quickly as possible to undo the damage we havedone to our world by combating climate change. We can no longer use investor profit or CEI
salary to determine how we generate and deliver power. I live in an area that has a monopolydelivering my power. That company made poor choices in their investments in coal fired
plants and in other fossil fuels. Average citizens had no say in those investments. Now theywant to position themselves to determine where and how our power will be produced and the
rates we will have to pay even if we choose to have solar and deliver power to their grid. Theywant to prevent agriculture customers from investing in solar or wind. Idaho is the biggest user
or water per capita in the entire country. Agriculture in Idaho is the primary user if water. Andagricultural users need power to pump and deliver that water. It is just not right to allow them
to go solar and pay the fair low rate.I am an Idaho Power customer and I support clean Energyas fast as possible no matter what the financial obligations that Idaho power got into. They
have known for 30 years about their contribution to climate change yet they persisted down anunsustainable path of investments.
How can our citizens get a fair deal from a monopoly? We must rely on you, members of thePublic Utilities Commission to advocate for what is right for us, not for a power company.
That company needs to be moved along to clean Energy sooner than their economic timeline.Sincerely,

Dear Idaho Public Utilities Commission:
I am an Idaho Power customer and I support clean energy because I believe that we have a
responsibility to do what we can to reduce our impact to our environment. We need to makethese decisions now to protect the world for the next generation. I believe that there are many
folks who would want to pursue clean energy even if it came at a cost.

I am an Idaho Power customer and I support clean energy because we are doing harm to the
natural environment. it's obvious i've lived in central idaho for 45 years. the trees are dieing ongalena summit by bugs due to our changing climate.
slalom are dyeing due to many issues but manly warming slow river flows due to dams andless water in the rivers. we must act conservatively as it's a safer bet thinking long term.
obviously we are changing the atmosphere by carbon. less is better. act now before it's waytoo late!!

Comment: "Dear Commissioners, I am an Idaho resident and longtime participant in Idaho Power IRP public meetings. I am also a former renewable energy developer, an expert in the
energy market, and CEO of an Idaho-based firm whose focus is the development of large scale energy storage, specifically pumped hydro energy storage. I have several comments to offer--
some general, some specific. (1) First, I want to state my support for the plans in the amended IRP for retiring coal assets earlier than previously anticipated. The climate change crisis
makes this step critical, and from a financial perspective it is increasingly uneconomical to operate coal. (2) Second, with regard to capacity additions in the portfolio, the favored
portfolio includes a 300 MW gas fired addition in 2031 and another 100 MW by 2038. Given Idaho Power's corporate commitment to 100% carbon-free energy by 2045, the addition of any
gas-fired generation from this point out would seem to create a significant stranded-asset risk. For example, a 300 MW gas addition at $1200/kW would be a $360 million plant that would
within 15 years run up against the 2045 date. It is not clear in the IRP how this would be reconciled. (3) Idaho Power is unusually well-positioned among regional utilities to utilize the
lowest-cost wind resource in the region (Wyoming) as well as the best solar resource in the region, whether from within Idaho itself or from Nevada via the Valmy-Midpoint line or the
future SWIP-North line, if that is constructed. These wind and solar resources are highly complementary, particularly during the summer peak load season. (4) To leverage these
potential low-cost, carbon-free resources in lieu of gas-fired additions, significant additional energy storage would be required. Batteries are suitable for some applications, but pumped
storage hydro is lower cost at the longer duration needed with very high renewable energy penetrations (e.g., 8 to 10 hours) and has the advantage of a 100-year lifespan, which (as we
know in Idaho) benefits ratepayers long into the future. (5) The proposed Owyhee Pumped Storage project, located in Idaho Power territory in Malheur County, Oregon, would be a
highly economical pumped storage option that could take that natural complementarity of wind and solar and leverage it into a firm capacity product. Its proposed size of 600 MW and
timeline represent an ideal alternative to the gas-fired addition currently holding a place in the plan. (6) The Owyhee P"
