BEFORE THE IDAHO PUBLIC UTILITIES COMMISSION
On June 28, 2019, Idaho Power Company (“Idaho Power” or “Company”) filed an
Application requesting the Commission acknowledge the Company’s 2019 Integrated Resource
Plan (“IRP”).
On July 19, 2019, the Company filed a letter stating that the Company had identified
the need to perform supplemental analysis to confirm the accuracy of the IRP’s conclusions and
findings.
On August 13, 2019, the Commission issued a Notice of Application acknowledging
the Company’s requested extension of time and stating the Commission would establish procedure
and deadlines after the Company submitted its updated 2019 IRP analysis. Order No. 34410.
On January 31, 2020, the Company filed its Amended 2019 IRP.
On March 4, 2020, the Commission issued a Notice of Amended IRP and Notice of
Intervention Deadline. Order No. 34572.
On May 13, 2020, the Commission issued a Notice of Modified Procedure establishing
a July 22, 2020 comment deadline and an August 26, 2020 reply comment deadline. Order No.
34665.
On June 1, 2020, the Company submitted replacement pages to its IRP updating costs
associated with the Jim Bridger power plant. On July 1, 2020, the Company filed “Idaho Power
Company’s Motion to Suspend Procedural Schedule and Update Regarding Boardman to
Hemingway Transmission Line Project.” The Company notified the Commission it had
discovered additional issues with its amended IRP.

On July 16, 2020, the Commission vacated the comment deadlines until further notice.
Order No. 34723.
On October 2, 2020, the Company submitted an Amended Application and a Second
Amended 2019 IRP. Following the submission of the Amended Application and Second Amended
2019 IRP, Staff again informally conferred with the parties regarding a proposed procedure and
schedule to process the case.
The Commission now issues this Notice of Amended Application and Notice of
Revised Comment Deadlines.
NOTICE OF AMENDED APPLICATION AND SECOND AMENDED 2019 IRP
YOU ARE HEREBY NOTIFIED that in its Amended Application, the Company
requests the Commission accept for filing, in accordance with Commission Order No. 22299, its
Second Amended 2019 IRP.
YOU ARE FURTHER NOTIFIED that the Company describes the steps it took to
examine its IRP analysis, including convening an internal IRP Review Team that reviewed the
inputs, the modeling logic, and the outputs to ensure consistency and accuracy. Amended
Application at 3-4. The Company also describes its updated portfolio modeling compared to the
Amended 2019 IRP. Id. at 4-5.
YOU ARE FURTHER NOTIFIED that, like the 2019 IRP and the Amended 2019 IRP,
the Company first generated 24 portfolios optimized to the Western Electricity Coordinating
Council (“WECC”). Id. at 5. The portfolios were developed based on combinations of three
natural gas price forecasts and four carbon cost forecasts, examined with and without the
Boardman to Hemingway (“B2H”) transmission line. Id.
YOU ARE FURTHER NOTIFIED that in the Second Amended 2019 IRP, Idaho
Power identified six starting points for manual adjustment out of the 24 WECC-optimized
portfolios and tested these six portfolios against four future natural gas and carbon pricing
scenarios, with and without B2H. Id. at 5-6. The Company’s manual optimization focused on
identifying optimal exit scenarios for the Jim Bridger coal units, and a sensitivity analysis related
to a year-end 2022 exit from Valmy Unit 2, compared to a year-end 2025 exit. Id. at 6. The
Company then compared the net present value of each manually adjusted portfolio and applied a
stochastic risk analysis. Id.

YOU ARE FURTHER NOTIFIED that the Company states that the Second Amended
2019 IRP “continues to show a clear path toward a clean energy future through the procurement
of new solar resources, a transition away from coal, and the development of B2H as a least-cost
and carbon-free supply-side resource.” Id. at 7. The Company states its “updated Action Plan
continues to support the same three core resource actions in the Preferred Portfolio of the Amended
IRP, including (1) adding 120 MW of solar capacity by 2022; (2) exiting from four coal-fired
generating units by year-end 2022, and from a total of five of the Company’s seven coal-fired units
by year-end 2026; and (3) the completion and operation of B2H in 2026.” Id.
YOU ARE FURTHER NOTIFIED that the Amended Application and Second
Amended 2019 IRP are available for public inspection during regular business hours at the
Commission’s office. These documents are also available on the Commission’s web site at
www.puc.idaho.gov. Click on the “Electric” tab, then select “Open Cases” and click on the case
number as shown on the front of this document.

YOU ARE FURTHER NOTIFIED that anyone desiring to state a position on this
Amended Application must file a written comment in support or opposition with the
Commission by January 20, 2021. The written comment must contain a statement of reasons
supporting it. Persons desiring a hearing must specifically request a hearing in their written
comments. Written comments concerning this Amended Application should be e-mailed to the

Commission will consider them and, in its discretion, may set the same for a formal hearing.
O R D E R
IT IS HEREBY ORDERED that persons interested in submitting written comments
must do so by January 20, 2021. The Company must file any reply comments by February 10,
2021.
IT IS FURTHER ORDERED that parties should continue to comply with Order No.
34781, issued September 17, 2020. All pleadings should be filed with the Commission
electronically and shall be deemed timely filed when received by the Commission Secretary. See
Rule 14.02. Service between parties should also be accomplished electronically. Voluminous
discovery-related documents may be filed and served on CD-ROM or a USB flash drive.
