On June 28,2019,IdahoPower Company ("Company")filed an Application requesting
the Commission acknowledge the Company's 2019 Integrated Resource Plan ("IRP").The IRP is
the Company's biennial report on its plans to adequately and reliably serve its customers over the
next 20 years through a least-cost least-risk resource mix.
After the Company filed its 2019 IRP,it notified the Commission it would need to file
a supplemental analysis to confirm the findings of its IRP.The Company requested the
Commission not set a timeline by which to process this case until the Company had submitted its
amended 2019 IRP.
On August 13,2019,the Commission issued a Notice of Application stating the
Commission would issue a Notice establishing procedure and deadlines followingthe submittal of
the Company's amended 2019 IRP.Order No.34410.
On January 31,2020,the Company submitted its amended 2019 IRP.
The Commission now issues this Notice of Amended IRP and Notice of Intervention
Deadline.

YOU ARE HEREBY NOTIFIED that the Company used AURORA,a long-term
capacity expansion ("LTCE")model,to develop 12 portfolios based on three natural gas forecasts
and four possible carbon emission adders.The Company modeled these scenarios with the
Boardman to Hemingway transmission line project ("B2H")coming online in 2026 or not at all,
for a total of 24 portfolios.

YOU ARE FURTHER NOTIFIED that in response to Staff Production Requests in
IPC-E-19-14,the Company recognized that its practice of optimizing AURORA to the Western
ElectricityCoordinating Council ("WECC")region,as opposed to Idaho Power's service territory,
was producing counterintuitive results and that the model as configured might not produce least-
cost least-risk portfolios for Idaho Power's customers.
YOU ARE FURTHER NOTIFIED that the Company addressed LTCE issues within
AURORA by developing 24 WECC-optimized portfolios and then manuallyadjusting the top-
performing portfolios to identifypotential least-cost least-risk portfolios for Idaho Power's service
territory.
YOU ARE FURTHER NOTIFIED that in revising its 2019 IRP,the Company also
updated model inputs for the Jackpot Solar and Franklin Solar facilities,included costs associated
with natural gas supply expansion,returned to the previous method of utilizing an after-tax
discount rate for net present value calculations,and included projected third-partytransmission
revenues associated with B2H.
YOU ARE FURTHER NOTIFIED that the Application is available for public
inspection during regular business hours at the Commission's office.These documents are also
available on the Commission's web site at .Click on the "Electric"tab,then
select "Open Cases"and click on the case number as shown on the front of this document.
YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held
pursuant to the Commission's jurisdiction under Title 61 of the Idaho Code and specifically Idaho
Code §§61-502 and 61-503.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be conducted
pursuant to the Commission's Rules of Procedure,IDAPA 31.01.01.000 et seq.
NOTICE OF INTERVENTION DEADLINE
YOU ARE FURTHER NOTIFIED that persons who wish to intervene in this matter
to obtain the rights of party (e.g.,to file formal discovery,or present evidence or cross-examine
witnesses at a hearing)must file a Petition to Intervene with the Commission under the
Commission's Rules of Procedure 72 and 73,IDAPA 31.01.01.072 and .073.Persons who wish
to intervene as a party must file a Petition to Intervene no later than 14 days from the service
date of this Order.Such persons shall also provide the Commission Secretary with their

electronic mail address to facilitate further communications.After the intervention deadline runs,
the Commission Secretary shall issue a Notice of Parties that identifies the parties and assigns
exhibit numbers to each party.Once the Notice of Parties has issued,Commission Staff shall
informallyconfer with the Company and any intervening parties about how to further process this
case,and shall then report back to the Commission on a proposed case schedule.
ORDER
IT IS HEREBY ORDERED that persons desiring to intervene in this matter shall file
a Petition to Intervene no later than 14 days from the service date of this Order.Once the deadline
for intervention has passed,the Commission Secretary shall prepare and issue a Notice of Parties.
IT IS FURTHER ORDERED that,after the Notice of Parties has issued,Commission
Staff shall confer with the parties regarding a procedural schedule for this matter.
